4) Consider Policy on Performance Appraisals Consensus of the Personnel Committee was that an evaluation document should be sent to the Council several weeks prior to the end of a probationary period or annual review that would be submitted to the City Administrator and be included as part of a department head's evaluation and included in their personnel file. 5) Appointment to the Planning Commission The Personnel Committee recommended Council appoint Kathleen Sweet to the Planning Commission. Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to ratify the recommendations of the Personnel Committee for Cases 1 through 3. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak, and Zimmerman. Voting No: None. Councilmember Anderson stated that it was the Consensus of the Personnel Committee to direct staff to draft a formal policy regarding Case #4. Motion by Councilmember Anderson, seconded by Councilmember Kurak, to appoint Kathleen Sweet to fill the vacancy on the Planning Commission. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Kurak, Hendriksen, and Zimmerman. Voting No: None. Case #7: Report from the Finance Committee 1) City Council Review and Approval of Web Design Project Bids for City of Ramsey Web Site 3) Request to Council to Reconsider Information and Bid from GovDocs. Com Councilmember Hendriksen stated that a motion was made to accept a bid on web design work and during the Committee's discussion it was noted that Cases #1 and #3 were related. A decision was not made at the Finance Committee level on how to proceed. Mayor Gamec inquired if the motion made during the Finance Committee meeting was still open.
