LeadCon, Inc.
Tenyer Coatings

$97,780.00
$105,500.00

Councilmember Zimmerman inquired if there was any guarantee on how many years the painting
would be good for.

City Engineer Olson replied that the paint is typically good for seven to ten years. He believed
that the warranty was for ten years, but he would have to research that further.

Councilmember Zimmerman inquired if there was anything in writing regarding the mildew.

City Engineer Olson replied that the mildew problem will not be resolved by repainting. That
will be an issue the City will have to address every one to three years.

Motion by Councilmember Anderson, seconded by Councilmember Zimmerman, to adopt
Resolution #01-05-199 awarding the contract for the repainting of Water Tower No. 1 to TMI
Coatings, Inc. in the bid amount of $77,800.00.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Zimmerman,
Hendriksen, and Kurak. Voting No: None.

Case #8: Provide Response to Metropolitan Council as to Rail Station Location

City Administrator Norman stated that during the Council meeting of March 20, 2001, the City
Council formally notified the Anoka County Regional Rail Authority (ACRRA) and the
Northstar Corridor Development Authority (NCDA) of the City's preference for a multi-
modal/rail station site location. The City's preference was to move the station site location fi:om
immediately adjacent to Ramsey Boulevard to an area closer to Armstrong Boulevard. The City
received communication from the Metropolitan Council Opportunity Site Project Manager
regarding the station site location. Before Calthorpe Associates can proceed with the planning of
the Opportunity Site, Metropolitan Council requested the confirmation of the rail station location
for the purposes of the study. The Project Manager suggested selecting a rail station location
near the center of Section 28, slightly to the east of the BMA Partnership westerly boundary line.
The letter further states that a cursory review of the site parameters indicates that the central
location is preferable from the consultant's perspective. It eliminates many transportation
constraints inherent in the southeast location's proximity to the Ramsey Boulevard/Highway #10
intersection. Also, it opens more of the site to the catalytic effects of mixed-use development
and allows more room for transitions to eXisting land uses around the site. The market analysis
on which land use proposals are to be based would consider the entire opportunity site.

Councilmember Hendriksen stated that he did not understand their logic. He did not see a reason
why they could not study the area around the Council's recommended location.

City Council/May 8, 2001
