Director of Public Works/Fire Chief Kapler replied approximately 12 years. <br /> <br />City Administrator Norman stated that it would be staffs recommendation to order the truck as <br />part of the 2002 budget and then finance it over a ten-year period. <br /> <br />Director of Public Works/Fire Chief Kapler noted that it would take one year to receive the truck <br />once ordered. <br /> <br />Finance Officer Lund recommended using Capital Equipment Certificates to purchase the truck <br /> <br />Councihnember Zimmerman stated that he does not think that he can support the purchase of an <br />aerial ladder truck especially with the possibility of HACA being eliminated. <br /> <br />Councilmember Hendriksen stated that when they pay for the truck using Capital Equipment <br />Certificates the money still comes fi'om the taxpayers and it is only a way to avoid levy limits. <br />He does not see the need for the truck when there is a mutual aid agreement with neighboring <br />cities. <br /> <br />Director of Public Works/Fire Chief Kapler replied that the mutual aid agreement was agreed to <br />in order to offer assistance to each other, but not for the City to rely on their City for certain <br />protection. <br /> <br />Councilmen~ber Hendriksen stated that the City of Ramsey provides mutual aid in different <br />ways, such as manpower or additional trucks. <br /> <br />Director of Public Works/Fire Chief Kapler replied that Elk River, Andover, and Anoka did not <br />purchase their vehicles for Ramsey. <br /> <br />Councilmember Hendriksen stated that he does want to plan for the future, but everyone needs to <br />live within their budget. The City recently built a new fire station and purchased a new fire truck <br />over the last twelve months. He does not know that as responsible managers of a budget they <br />could consider purchasing an additional truck. <br /> <br />City Administrator Norman replied that the City is a growing and developing community and not <br />purchasing the truck could send the wrong message to the commercial and industrial businesses. <br />Recently the Board of Adjustment denied a variance to exceed the height restriction for Amcor <br />due to lack of proper fire suppression equipment in the City. <br /> <br />Councilmember Zimmerman inquired if all the alternatives had been considered in the Amcor <br />case including building a ramp along the side of the building to accommodate a standard fire <br />truck. <br /> <br />City Council/May 15, 2001 <br /> Page 4 of 8 <br /> <br /> <br />
