Director of Public Works/Fire Chief Kapler replied that Amcor's danger level is less than what <br />the City has with the senior complex. In the fire service it is a "what if" business and to be <br />responsible he has to express his concerns. Amcor could do some things with their building, but <br />the City still has a senior building, and an apartment building that is only accessible on one side. <br /> <br />Councihnember Zimmerman stated that if they are only protecting four percent of the City with <br />the new apparatus it is not that good of an investment. <br /> <br />3) QCTV Studio Incentive <br /> <br />City Administrator Norman presented the Council with a map indicating the lots that could be <br />considered for the QCTV studio and the costs involved with the land acquisition. He inquired if <br />there was any interest of the Council to offer any incentives to bring Quad Cities cable to the <br />City of Ramsey. He also noted that he has been made aware of the possibility of a lot being <br />available in the City of Champlin. <br /> <br />Mayor Gamec stated that Champlin seems to be very interested and are in the ball park <br />monetarily. He stated that if there is something that could be worked out in the City of Ramsey <br />he would like to see it done. <br /> <br />Councihnember Hendriksen stated that Terry O'Connell will be before the Council at the next <br />regular City Council meeting with a language change that would permit QCTV to own their own <br />building and then there will be a process where each City can submit a bid. He has heard that <br />Champlin has a better offer than the City of Ramsey of at least $10,000 on the land. <br /> <br />Councihnember Kurak inquired if the City would be offering building, land, or fees. <br /> <br />City Administrator Norman explained that the City would be competing against the other two or <br />three cities roi' site availability because Quad Cities would be building their own building. It <br />would be the land and the cost of the land. <br /> <br />Counci hnember Kurak inquired if they were talking about using condemnation. <br /> <br />City Administrator Norman replied no. <br /> <br />Councilmember Kurak inquired if they would be buying non taxable land for a tax fi'ee entity. <br /> <br />City Administrator Norman replied yes. <br /> <br />Councilmember Kurak inquired as to why the City would want to buy the land. <br /> <br />City Administrator Norman replied that the City could connect QCTV with the property owner, <br />but there is a $10,000 cost difference between the land in Ramsey and the property in Champlin. <br /> <br />City Council/May 15, 2001 <br /> Page 5 of 8 <br /> <br /> <br />
