Councihnember Kurak stated that the City would be putting money on the table to bring in a
non-taxable entity to the City using TIF Funds, even though they don't qualify for TIF.

City Administrator Norrnan replied that they could use funds from the TIF District or Economic
Development Account.

Councilmember Kurak inquired if the TIF Funds could not be spent on something else in the
district that would bring in taxes to the City.

City Administrator Norman replied yes.

Counci hnember Kurak stated that she would be opposed because she does not think it would be a
good use of tax dollars.

Com~cilmember Hendriksen stated that they want to improve the appearance of the industrial
area and they would be spending money in order to bring more jobs into the community. If a
company were to relocate in the City they would spend more than $10,000 or $20,000 in order to
attract a technology company and attract good jobs.

Councihnember Kurak stated that there are very few jobs at QCTV and they are already filled.
She would prefer to bring in a business that will pay taxes.

Councihnelnber Anderson stated that they need all the facts so they can make the comparisons.

Mayor Gamec stated that once the building requirements are done, then the Council should
consider what the City can do.

Councilmember Hendriksen stated that making an offer at this point is premature, because unless
all four cities agree that QCTV can own a building the project can't happen.

Councilmember Anderson stated that it would be nice to have QCTV in Ramsey, but she does
not think that they need to give anything away.

4) Industrial Development Land

City Administrator Norman stated that staff has had recent discussions with potential
development interests that will require policy direction. Staff will be discussing with the EDA
the various business prospects and sites that the respective businesses are interested in
developing. The following are the different potential development sites in Ramsey:

1)

Connexus Energy. Development Consultant Mulrooney has been contacted by a large,
unnamed development interested in relocating in Ramsey. Representatives of Co~mexus
Energy have indicated the possibility of similar arrangements to the development of Energy
Park.

City Council/May 15, 2001
