Preliminary Plat and Preliminary Site Plan Review: Ramsey Town Center l0th Addition <br />ivla,? 27, 2005 <br />Pa~e 3 cC 6 <br /> <br />¸7. <br /> <br />Grading and Drainage: Staffhas received a grading and drainage plan for the development <br />and has the ibllowing comments. Stormwater calculations must be submitted to the city and <br />I_(~wer Rum River Water Management Organization for verification of' conformance with the <br />master drainage plan. The rock construction entrance on the Stormwater Pollution <br />Prevention Program (SWPP?) should be replaced with the requirement for daily sweeping of <br />adjacent streets. The responsibility for the SWPPP on this site must be transferred to the new <br />owner and contractor prior to commencing .construction. <br /> <br />following sheet specific comments must be addressed: <br /> <br />A. ~:;WPPP is required for this project. It must reference the SWPPP prepared for the Rarnsey <br />Town Center Project and provide for transfer of responsibility from RTC, LLC to this <br />developer and contractor. The stormwater calculation cover sheet indicated the proposed <br />t'unol'f tbr this site exceeds the'rate anticipated:in the master stormwater plan, and the <br />regiomd calculations should be revised. The regional ponds are in drainage and utility <br />easements and ca,mot be enlarged without re-platting, therefore the difference must be <br />accounted fbr onsite. The master stormwater plan provides rate control for the entire Ramsey <br />'t.'owt~ Center Project. The plan require application of Best Management Practices (BMPs) on <br />t;ach site to enhance stormwater quality. Developments approved to date have provided <br />water quality treatment for 75%+ of the site. The infiltration basins shown on the plans will <br />provide water quality treatment, however it appears only 30% of the site drains to these <br />devices, the remainder of the water discharges directly to the regional system. The <br />percentage of the site draining to a BMP must be increased by rerouting water to the <br />inliltration basins or by installing water quality treatment devices at the points where <br />storm water leaves the site. <br /> <br />Each house pad must be labeled with the following information: House style, garage <br />t:ievation, first floor elevation, lowest floor elevation, walkout or lookout elevation.' <br /> <br />Thc I00 year high water elevation of all detention areas .must be shown and the lowest <br />openings in the adjacent houses must be 2 feet above the. emergency overflow for the <br />detention area. <br /> <br />Staff is still receiving and reviewing plans. Additional modifications and information may be <br />required once review is completed. <br /> <br />9. <br /> <br />Lltilities: This subdivision will be served by sanitary sewer and city water services that will <br />bc extended into the development. The following sheet specific comments must be <br />addressed: <br /> <br />C~mtinuation references and sheet overlap must be provided as discussed on previous <br />projects.
