Preliminary Plat and Preliminary Site Plan Review: Ramsey Town Center 10th Addition <br />May 27, 2005 <br />Page 4 of 6 <br /> Water, Sanitary Sewer and Storm Sewer will need to be extended from south of Bunker Lake <br /> Boulevard to serve this project. The utilities south of Bunker Lake Boulevard were included <br /> in the proposed assessments of the Master Development Agreement for Ramsey Town <br /> Center. Construction of the utilities must be coordinated with the city and conform to tl~e <br /> assessment process. Assessments are addressed later in this letter. <br /> <br />Staff is still receiving and reviewing plans. Additional modifications and information may be <br />required once review is completed. <br /> <br />10. <br /> <br />Architectural Standards: The development is proposing small-lot single family homes. <br />The Applicant has submitted architectural elevations representatiVe of what will be built in <br />Ramsey Town Center 10th Addition. As the single family units will have a wide ,~ariety of <br />styles, it is not possible to architectural elevations of every unit. Each single family unit will <br />receive Staff review and approval before release of building permit. It should be noted that <br />the Town Center Development Guidelines establish a brick enhancement threshold of 35% of <br />the non-glazed area of the front facing wall, unless the building design is enhanced through <br />other means such as covered porch areas, broken roof lines, articulated facade and material or <br />color changes. The minimum/maximum building height in this district is 2-4 stories. Each <br />single family unit will need to adhere to the Town Center Development Guidelines. <br /> <br />11. <br /> <br />Sidewalks. City policy requires installation of sidewalks on both sides of the street for State, <br />County and MSA roads, and along one side of the street for local through streets. A sidewalk <br />is shown surrounding the entire block that is proposed for development. Staff is still <br />receiving and reviewing plans. Additional modifications and information may be required <br />once review is completed. <br /> <br />12. <br /> <br />Park Dedication/Trail Development: Per the Master Development Agreement, the City <br />and the Master Developer have negotiated a Park and Trail Dedication Agreement. In <br />accordance with the Park and Trail Dedication Agreement, there are no park dedication or <br />trail development fees owed on this plat. However, there is a park payment obligation in.the <br />1st Amendment to the Master Development Agreement that requires a cash payment, to the <br />City, upon sale of the property in an amount equal to $750.00 times, the number of eligible <br />units on the property inaccordance with the zoning regulations. <br /> <br />13. <br /> <br />Traffic Generation: As part of the Town Center AUAR, a detailed traffic analysis was <br />completed that anticipated the yype and size of development shown on the plat. The proposed <br />development is consistent with the traffic modeling system used as part of the AUAR <br />analysis. Regional road improvements to facilitate the whole Ramsey Town Center <br />development have been agreed upon and have already begun construction. This proposed <br />development does not generate more traffic than was anticipated. <br /> <br />13. <br /> <br />Stormwater Trunk Fees: The 2005 Stormwater Trunk Fee is $384.00 per.unit. This fee <br />will need to be paid prior to the release of the. final plat mytars. The fee in place at the time of <br />the plat being recorded is the one that will be charged. <br /> <br /> <br />
