Preliminary Plat and Preliminary, Site Plan Review: Ramsey Town Center 9th Addition
May 27, 2005
Page 3 o1'6
grec~ areas provide important breathing space, contribute to stormwater management, and
~;l'~'er additional recreational amenities to serve the building tenants. The preliminary site
plan complies with the development guidelines and provides peen spaces for recreational
and stormwater management purposes on each block.

Grading and Drainage: Staffhas received a grading and drainage plan for the development
and has the tbllowing comments. Stormwater calculations must be submitted to the city and
Lower Rum River Water Management Organization for verification of conformance with the
m.a.~;ter drainage plan. The rock construction entrance on the Stormwater Pollution
Prevention Program (SWPPP) should be replaced with the requirement for daily sweeping of
adjacent streets during active construction and as required by the city. The responsibility for
thc SWPPP on this site must be transferred to the new owner and contractor prior to
commencing construction.

A SWPPP is required for this project. It must reference the S'¢FPPP prepared for the Ramsey
Town Center Project and provide for transfer of responsibility from RTC, LLC to tiffs
d~,veloper and contractor. The master stormwater plan provides rate control for the entire
Ramsey Town Center Project. The plan requires application of Best Management Practices
(BMPs) on each site to enhance stormwater quality. Developments approved to date have
provided water quality treatment for 75%+ of the site. A portion of the site is directed to the
infiltration basins prior to discharge off the site through the storm sewer system. The curb
cut. s to the infiltration basin must be replaced with catch basins and flared end sections. A
water quality treatment device must be installed at the point where the-storm sewer system
1,.:aves the site. The percentage of the site draining to a BMP must be increased by rerouting
water to the infiltration basins or by installing water quality treatment devices at the points
where stormwater leaves the site.

The grade of the street YAM 4 must be adjusted to provide a smooth transition to the
property to the east.

The development proposes discharging storm water from the east side of the site onto the
adjacent property without rate control pt..treatment. This runoff should be collected and
mA:ed to the storm sewer system. ·

individual bituminous lift thicknesses must be specified.

:Several of the vertical cup/es do not meet the minimum of 20 times the algebraic difference
must be revised. Labels on the plans conflict with other labels and must be moved.

i'he grading plan must be revised to show the tie in of the proposed grades to existing grades
in North Park.

Utilities: This subdivision will be served by sanitary sewer and city water services that will
bc extended into the development. The' following sheet specific comments must be
addressed:

77
