l'rdim imtry Plat and Preliminary Site Plan Review: Symphony,At Ramsey Town Center
May 12, 2005

! I. Sidewalks. City policy requires installation of sidewalks on both sides of the street for State,
Connty and MSA roads, and along one side of the street for local through streets. No
sidewalks are required on cul-de-sacs. Basically, the perimeter of all 3 blocks will have
,sidewalks, either as an interior improvement within the plat or as a part of the Town Center
mti! system. Additionally, the site plan proposes connections between the interior sidewalks
ami the Town Center trail system.

Block I needs a sidewalk connection to the sidewalk on Rhinestone Street on the west. One.
sidewalk connection is proposed to the trail on Bunker Lake Blvd.; a second sidewalk
c<mncction to Bunker Lake Blvd. is recommended in the northeast comer of the block.

Block 2 needs a sidewalk connection to the Q' Street/East Ramsey Parkway sidewalk in the
southwest corner of the block. There should also be two more sidewalk links installed on the
north side of Drive' 1:[ to provide a link to the two sidewalk connections on either side of the
divided entrance f?om East Ramsey Parkway. One or two sidewalk connections should be
provided tO P, hinestone Street on the east.

I3lock 3 could use another sidewalk connection to the Bunker Lake Blvd. trail towards the
cast ,,:nd of the block. A sidewalk connection to the Rhinestone Street sidewalk is needed on
the east.

2. Park Dedication/Trail Development: Per the Master Development Agreement, the City
and the Master Developer have negotiated a Park and .Trail Dedication-Agreement. In
accordance with the Park and Trail Dedication Agreement, there are no park dedication or
trail development fees owed on this plat. However, there is a park payment obligation in
thc Master Development Agreement that requires a cash payment, to the City, upon sale of
thc property in an amount equal to 750 times the number of eligible units on the property in
accordance with the zoning regulations.

Traffic Generation: As part of the Town Center AUAR, a detailed traffic analysis was
completed that anticipated the type and size of development shown on the plat. The proposed
development is consistent with the traffic modeling system used as part of the AUAR
amtly, sis. Regional road improvements to facilitate the whole Ramsey Town Center
development have been agreed upon and have already begun construction. This proposed
development does not generate more traffic than was anticipated.

Stormwater Trunk Fees: The 2005 Stormwater Trunk Fee is $384.00 per unit.
