facilities are a permitted use. The office facility will consist of two levels, the first floor will be <br />9,379 square feet in size and the second floor will contain 2,956 square feet for a total office <br />building area of 12,335 square feet. The proposed building exceeds the required front, rear and <br />side yard setbacks established in the B-1 Business District. City Code restricts lot coverage to <br />35% of the lot area; the site plan is proposing a 16% lot coverage. In accordance with City Code, <br />all driveways, off-street parking and maneuvering areas are proposed to be surfaced with <br />bituminous pavement and finished with B-6/12 concrete curbing. City Code requires a minimum <br />of 55 parking spaces for the proposed office facility. The site plan is proposing 62 customer and <br />employee parking stalls. City Code specifies that exterior wall finishes shall consist of natural or <br />prefabricated brick or stone or integrally treated pre-cast concrete panels or other materials as <br />approved by City Council. The building elevation plan indicates that the exterior wall materials <br />will consist of rock face concrete block and vinyl siding. The proposed concrete block should be <br />integrally treated with color. The proposed vinyl siding is a deviation from City code and will <br />require City Council approval. The grading plan is proposing to excavate and utilize City owned <br />property located to the north of the subject property. The proposed drainage plan would be <br />maximizing the ponding capacity on City property and, therefore, limiting future development's <br />drainage options. The development is proposing to derive one access point from 153rd Avenue, <br />no access points will be derived from State Highway #10. Staff sent a copy of the proposed site <br />plan to MnDOT for their review and comment since the parcel boarders State Highway #10 <br />along the southern edge of the boundary line. Urban Services are not available to the site and the <br />facility is proposed to be served by an on-site septic system. The development permit has been <br />drafted to reflect the draft comprehensive plan's policy statement requiring commercial <br />developments to connect to urban services when available, in the event that the comprehensive <br />plan is adopted. The Landscaping Plan meets City standards. The Planning Commission <br />reviewed the site plan on June 5, 2001. The Planning Commission recommended' site plan <br />approval contingent upon compliance with City Staff Review Letter dated May 25, 2001, revised <br />June 19, 2001. <br /> <br />Motion by Councilmember Kurak, seconded by Mayor Gamec, to approve the proposed site plan <br />for a multi-tenant office building contingent upon compliance with City staff review letter dated <br />May 25, 2001, revised June 19, 2001. <br /> <br />Motion carried.
