This means that the <br />21 licenses are renewals requiring about 30 minutes of the City Clerk's time for each license <br />renewal. Ramsey's current fee for a tobacco license is $125.00. State law requires that the City <br />give notice to all licensed tobacco retailers of any substantial changes to the tobacco ordinance. <br />Said notice shall bc in writing and given at least 30 days prior to final adoption of such ordinance <br />changes or amendments. Said notice shall also contain the time, date, and location of thc <br />meeting and a summary of the proposed changes or amendments. <br /> <br />Councilmember Hendriksen stated that staff has talked about presenting the class once or twice <br />and video taping it and then allowing the retailers to watch the video tape and having someone <br />there to answer their questions. He inquired if the proposed ordinance would permit that type of <br />training from happening. <br /> <br />City Attorney Goodrich replied no. <br /> <br />Councilmember Hendriksen noted that if the course were videotaped, then the City would have <br />proof of what is being taught. <br /> <br />Police Chief Gustafson stated that if Council directs him to, most of the seminars would be done <br />by videotape. He noted that Quad Cities would be willing to assist with videotaping. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to introduce <br />Ordinance //98-02 titled "youth access to tobacco" as amended, and place said amended <br />ordinance into Chapter 7 of the Ramsey City Code. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />Case #9: Report from Public Works Committee <br /> <br />The Public Works Committee met on July 16, 2001 and discussed the following five cases: <br /> <br />1) <br /> <br />Reaffirm Procedure for Handling Residential/Commercial Storm Drainage Utility <br />Fees <br /> <br />Consensus of the Committee was that no new motion was required for the drainage fees to be <br />handled 50% residential and 50% commercial. No Council action required. <br /> <br />2) <br /> <br />Request for Change Order to Improvement Project #00-35 141st Avenue NW Street <br />and Utility Construction <br /> <br />Staff requested authorization for a change order to Improvement Project #00-35 to extend 141't <br />Avenue NW to the east to Basalt Street NW.
