Case #13: Elmcrest Park Direction <br /> <br />Councilmember Hendriksen expressed concern that the project is not proceeding and inquired as <br />to what direction staff needed to get the project moving forward. <br /> <br />Councilmember Anderson stated that when the Council discussed the issue last they wanted to <br />make sure that things were done in an orderly fashion, which is why they requested that the <br />access issue along T.H. #47 be resolved before proceeding with the project. <br /> <br />Councilmember Zimmerman inquired if the $100,000 had to be spent by June 2002. <br /> <br />Rich Quall, RYAA, replied that the Parks/Utilities Supervisor has indicated that the City needs to <br />have bids for the project by June 2002. <br /> <br />Councilmember Zimmerman inquired if they were certain that the cost of the land can be <br />included in the $400,000 requirement. <br /> <br />Director of Public Works/Fire Chief Kapler replied that the Parks Utilities Supervisor felt that <br />would be a stretch. <br /> <br />Councilmember Hendriksen stated that they were awfully late in the process to be that unsure of <br />something that significant. He stated that staff needs to "nail down" exactly what can be <br />included and what they have to do to get the project back on track. <br /> <br />Director of Public Works/Fire Chief Kapler explained 'that the City utilized a committee to get <br />the process started and inquired if the Council was comfortable with updating the committee <br />with the process rather than getting them involved in each step of the process. <br /> <br />Mayor Gamec replied that the Council needs to make the final decision. He requested that the <br />issue be placed on the second regular Council meeting in January. <br /> <br />Councilmember Hendriksen noted that Council will need some suggestions from staff on how <br />they are going to achieve the $400,000 requirement. <br /> <br />Mayor Gamec requested that staff present the committee's recommendations as well as <br />MnDOT's input regarding access. <br /> <br />Director of Public Works/Fire Chief Kapler replied that staff will prepare a timeline with detail <br />on how they can expedite some of the processes. <br /> <br />Case #14: North Metro TH #10 Corridor Coalition <br /> <br />City Administrator Norman explained that due to the budget shortfall, there is a need for <br />additional transportation funding in the area. The North Metro TH #10 Corridor Coalition is <br />recommending an increase in gas tax by at least $.05 per gallon and is requesting that each City <br />adopt a resolution endorsing that increase. <br /> <br />City Council/December 18, 2001 <br /> Page 26 of 27 <br /> <br /> <br />
