Mayor Gamec expressed concern that the corner might be another gas station if it is zoned <br />commercial. <br /> <br />Councilmember Hendriksen replied that if they zone the entire parcel residential then they are in <br />tough shape with the balance of commercial to residential. <br /> <br />Consensus was to have a portion of property on the east side of T.H. #47 be commercial with <br />remainder designated as medium density. <br /> <br />Councilmember Hendriksen stated that staff needs to more clearly delineate the request for <br />Kurak II property. The requested change is for a combination of low density and medium <br />density and needs to be identified more clearly as to where the single family and medium density <br />would be located. <br /> <br />City Administrator Norman replied that he will have more details at the public heating. <br /> <br />Case #3: <br /> <br />Request to Rezone Property from R-1 Residential, B-1 Business and B-2 <br />Business to Multiple Residential; Case of Edina Development, Inc. <br /> <br />Principal Planner Tmdgeon stated that Edina Development, Inc. has submitted an application to <br />rezone certain property located on the northwest comer of Highway #47 and 153rd Avenue from <br />R~I Residential, B-1 Business, and B-2 Business to Multiple Residential. The rezoning would <br />allow the applicant to build a townhouse development. Edina Development has entered into a <br />purchase agreement with property owners Herman and Judi Danholz and Ken and Sharon Niles. <br />Edina Development is requesting the City rezone approximately 25 acres from R-1 Residential, <br />B-1 Business, and B-2 Business to Multiple Residential. Property to the north is zoned R-1 <br />Residential, to the south the zoning is both B-l, Business and R-l, Single Family. To the east <br />and west, the adjacent properties are zoned B-1 and B-2 Business. Over the years, the subject <br />property has consistently shown up in City comprehensive plans as a place for commercial uses. <br />The current Comprehensive Plan (1995) identifies this area for commercial and low density <br />residential. The March 2001 Draft Comprehensive Plan shows the subject property being Places <br />to Shop. A Comprehensive Plan amendment will be required if the rezoning request is approved. <br />On September 10, 2001, the Planning Commission reviewed the request for rezoning and <br />recommended that the rezoning request submitted by Edina Development be approved subject to <br />the development parcel receiving a comprehensive plan amendment to allow for high density <br />residential land uses. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to deny the <br />request to rezone the subject property from R-1R Residential, B-1 Business and B-2 Business to <br />MR, Multiple Residential. <br /> <br />Motion was withdraw. <br /> <br />Principal Trudgeon reviewed findings of fact making the following changes: <br /> <br />City Council/December 11, 2001 <br /> Page 15 of 25 <br /> <br /> <br />
