lot width requirements. The two, one-acre lots proposed on the north boundary of the plat will
be retained by the Barthold family and will be serviced with sanitary sewer and municipal water.
Sidewalks will be required along 158th and Lithium Streets. The plat will be submitted to the
Park Commission and it is expected that park dedication will consist of a cash payment. Trail
development will be required along T.H. #47. On November 5, the Planning Commission
reviewed the revised sketch plan containing 18 lots and the participation of the existing
homestead. The Planning Commission approved the sketch plan contingent upon compliance
with the City Staff review letter, with one exception. Staff had requested that an additional 40
feet of right-of-way be preserved parallel to Highway #47, similar to that in Apple Ridge to the
south, to facilitate a trail and/or service road parallel to T.H. #47. It was noted that, at the time
that Apple Ridge was platted, there was a consensus that a service road might be likely to
develop parallel to Highway #47 between 156th and the existing service road south of 160th.
Following a discussion with the City Engineer, the consensus was that there are better
alternatives for a north/south connection from 156th to the existing service road south of 160th'
with a more westerly alignment than immediately adjacent to #47. Therefore, it was determined
that enough right-of-way to accommodate a trail only was sufficient adjacent to #47. The
Planning Commission approved the sketch plan as discussed and recommended that the
Developer proceed to the preliminary plat stage. The Developer requested that the sketch plan be
presented to the City Council for review and comment.

Councilmember Kurak inquired if sidewalks are required on both sides of the street.

Principal Planner Trudgeon replied no, only on one side.

Councilmember Kurak inquired if there will be some snow accommodation made at the proposed
dead end.

Principal Planner Trudgeon replied that staff would prefer a temporary cul-de-sac be constructed,
which the developer is agreement with.

Councilmember Zimmerman inquired if they intended on keeping all of the surface water
drainage on their property.

An engineer, representing Oakwood Land Development, reviewed the current storm water
system and explained the proposed drainage plan.

Councilmember Hendriksen requested that the City Engineer review the drainage plan and
comment on it prior to preliminary plat approval.

Motion by Councilmember Kurak, seconded by Councilmember Anderson, to approve the sketch
plan for River Pines 5~h Addition contingent upon compliance with the City staff review letter,
except that the additional right-of-way dedicated along T.H. #47 will be sized to accommodate a
trail only, in accordance with the recommendations of the Park and Recreation Commission.

City Council/December 11, 2001
