Voting No: None. <br /> <br />Case #6: <br /> <br />Request to Rezone Property from B-1 Business to R-3 Urban Residential; <br />Case of Orrin Thompson Homes <br /> <br />Community Development Assistant Wald stated that Orrin Thompson Homes has submitted an <br />application to rezone certain property located south of Sunwood Drive and west of State <br />Highway #47 from B-1 Business to R-3U Multiple Family Residential. The rezoning would <br />allow the applicant to construct a townhouse development. Orrin Thompson Homes has entered <br />into a purchase agreement with property owner Marlene Katnis. Orrin Thompson Homes is <br />requesting that the City rezone approximately 14.08 acres from B-1 Business to R-3 Urban <br />Residential. Property to the north is R-1 Residential and R-3 Urban Residential, property to the <br />south is zoned R-3 Urban Residential. To the east and west the adjacent properties are zoned R-1 <br />Residential. The current Comprehensive Plan (1995) designates this area for commercial uses. <br />The subject property to date has not been developed with commercial activities. The March <br />2001 Draft Comprehensive Plan shows the subject property being designated for medium density <br />residential development. A Comprehensive Plan Amendment will be required since the March <br />2001 Draft Comprehensive Plan has not been adopted. The City Council will be reviewing the <br />Comprehensive Plan Amendment request by Orrin Thompson concurrent with the rezoning <br />request. On November 5, 2001, the Planning Commission reviewed the rezoning request and <br />recommended that the rezoning request submitted by On-in Thompson Homes be approved to <br />allow for a medium density residential development. <br /> <br />Councilmember Zimmerman stated that the access road coming off the curve does not appear to <br />be a wise choice. <br /> <br />Community Development Assistant Wald replied that the City Engineer has reviewed the plan <br />and has not made any negative comments, but she could discuss the issue further with him. <br /> <br />Councilmember Hendriksen questioned the proposed density. <br /> <br />Community Development Assistant Wald replied that there would be 84 units, which would <br />calculate at six units per acre net. <br /> <br />Councilmember Hendriksen inquired if all streets will be private. <br /> <br />Community Development Assistant Wald replied that the main street through the development <br />would be a City street, and then the connector streets to the units will be private. <br /> <br />Councilmember Hendriksen questioned if the City has received negative comments about that <br />type of set up in the past. <br /> <br />City Council/December 11, 2001 <br /> Page 20 of 25 <br /> <br /> <br />
