adoption process on the March 28, 2001 Comprehensive Plan, and then proceed as proposed with
all other agreed to changes.

Mayor Gamec noted that all amendments being proposed will be presented on January 24, 2001,
and then once a final decision is made by the City Council, they will be presented to the Met
Council as an amendment to the Comprehensive Plan.

City Administrator Norman stated that all amendments as proposed would go forward as
planned. The Comprehensive Plan was approved by the Met Council on March 28, 2001, and
procedurally the plan needs to be adopted before December 28, 2001.

Councilmember Hendriksen inquired if the City held a public hearing on the March 28, 2001
draft.

City Attorney Goodrich replied yes, noting that it was held in June 2001.

Councilmember Hendriksen inquired if they all had not agreed to change the language in the
Central Planning Area.

City Administrator Norman replied that the language change would be submitted as an
amendment.

Councilmember Hendriksen stated that one of the areas identified in the March 2001
Comprehensive Plan as being problematic, was the Central Planning Area, because it brought
concerns that City sewer and water could be expanded and so they, as a Council, took action to
change the language to reassure the residents that nothing would happen for 20 years. Now the
Council is saying that they will go ahead and adopt a Plan with the original language.

City Administrator Norman replied that staff is proposing that the Council complete the
Comprehensive Plan process from March 28, 2001, but still go forward with the amendments.

Councilmember Hendriksen stated that if they proceed as suggested they will not be adopting the
Plan that includes the Central Rural Preserve Area language.

City Administrator Norman replied that Mr. Hendriksen is trying to skew what is before them.
Staff is recommending that they continue changing the language through the amendment process.

Councilmember Hendriksen stated that a big issue was made about the protections of the area in
the Central Planning Area and now they are suggesting that the Council adopt a Plan that does
not include the amended language.

Mayor Gamec stated that they would be submitting the Rural Preserve Area language, the Land
Use Map, and Sewer ordinance after the public hearing in January 2002.

City Council/December 11, 2001
