City Administrator Norman noted that staff would prepare an official case for the next City <br />Council agenda. <br /> <br />Councilmember Hendriksen inquired if they were to adopt the March 28, 2001 Comprehensive <br />Plan, will they not include any of the changes discussed with Larry Bakken. <br /> <br />City Attorney Goodrich replied that they would be adding a case to the next Council meeting to <br />discuss the issue further. <br /> <br />Councilmember Hendriksen replied that the case will be to adopt the March 28, 2001 <br />Comprehensive Plan, which will not include any of the changes. <br /> <br />City Administrator Norman replied that the Council will continue to work on the changes and <br />then those changes will be sent to the Met Council as amendments. <br /> <br />Councilmember Hendriksen inquired if it was a fact that the March 28, 2001 Comprehensive <br />Plan, that will be heard at the next meeting, will not contain any of the items discussed by Mr. <br />Bakken. <br /> <br />City Administrator Norman replied that the Central Rural Preserve Area language would be <br />included. <br /> <br />Councilmember Hendriksen inquired if it was true that none of the compromises will be part of <br />the Comprehensive Plan up for approval on December 18, 2001. <br /> <br />City Administrator Norman replied that all of those issues would be dealt with at a later date. <br /> <br />Mayor Gamec stated that the Council will send down the Comprehensive Plan as approved on <br />March 28, 2001, but it will include the Central Rural Preserve Area. The other items discussed <br />with Mr. Bakken will all be submitted as amendments. <br /> <br />Councilmember Hendriksen stated that it was then true that a majority of the language developed <br />with Mr. Bakken will not be in the Plan. <br /> <br />Mayor Gamec replied that was correct, at this time. <br /> <br />Councilmember Hendriksen stated that the City has no assurance that the Met Council will <br />approve the amendments, when it is submitted. The City will have no leverage and it will make <br />the whole process with the facilitator a sham. <br /> <br />Mayor Gamec replied that the Council agreed that the amendments would go forward, so they <br />will continue to do so, unless there is a motion to do otherwise. <br /> <br />City Council/December 11, 2001 <br /> Page 9 of 25 <br /> <br /> <br />
