owner would prefer a land use of Industrial or Low Density Residential and for that reason
they should not be making a change. Mayor Gamec stated that he talked with several
residents in the area and they were very upset with the proposed townhomes and would like
to see single family instead. For that reason he would agree with Low Density Residential.
Councilmember Anderson agreed with changing the land use to Low Density Residential.
Councilmember Hendriksen stated that he is opposed to changing the land use from
Industrial to Medium Density as was requested. He does not want to speculate whether or
not the property owner would prefer Industrial or Low Density Residential and would like to
wait to make any changes until they hear from the developer.
Kurak Property I: Principal Planner Trudgeon stated that the City received a request to
change the land use from Low Density Residential to Mixed Use. Councilmember
Hendriksen inquired as to what density would be permitted in a Mixed-Use designation.
Principal Planner Trudgeon replied that that had not been determined. Councilmember
Hendriksen inquired if it could be more than single family. Principal Planner Trudgeon
replied yes. Councilmember Zimmerman felt that they should receive comment from the
adjacent neighborhood before making the change. Councilmember Hendriksen stated that he
did not see a reason to be making the change to Mixed Use. Councilmember Anderson
agreed with changing the land use to Mixed Use. Councilmember Kurak agreed with
changing the land use to Mixed Use. Mayor Gamec agreed with changing the land use to
Mixed Use. Majority consensus was to change the land use from Low Density Residential to
Mixed Use. Councilmember Hendriksen stated that he did not think that Councilmember
Kurak could vote on her own property. Mayor Gamec replied that that only applies when
they are rezoning property. Councilmember Hendriksen requested that it be recorded that the
Council justified the land use change based on Councilmember Anderson, Mayor Gamec and
Councilmember Kurak.
Kurak Property II: Principal Planner Trudgeon stated that the City received a request to
change the land use from Low Density Residential to Medium Density Residential and Low
Density Residential. Mayor Gamec noted that he had received several calls regarding this
change. He explained that there will be a public hearing on January 24, 2001, at which time
the residents can comment on that change and based on the fact that there will be the public
hearing he would agree with making the land use change to Medium Density Residential and
Low Density Residential. Councilmember Zimmerman stated that a year ago,
Councilmember Kurak agreed that the property should be left as single family residential.
Councilmember Kurak replied that the only area that would be designated as Medium
Density is the property that is adjacent to the collector streets. Councilmember Zimmerman
stated that there is significant opposition from the neighborhood regarding the proposed
change. Councilmember Kurak agreed with changing the land use to Medium Density
Residential and Low Density Residential. Mayor Gamec agreed with changing the land use
to Medium Density Residential and Low Density Residential. CoUncilmember Zimmerman
disagreed with the change and felt the land should remain Low Density Residential.
Councilmember Hendriksen was opposed to the change to Medium Density Residential and
Low Density Residential. Councilmember Anderson agreed with changing the land use to
Medium Density Residential and Low Density Residential. Majority consensus was to
change the land use from Low Density Residential to Medium Density Residential and Low

City Council/December 11, 2001
