Councilmember Hendriksen stated that #1 on page V-22 states that the City will work with the <br />property owners on developing a master plan for the mixed-use site, but everyone in Chicago <br />stated how important it was for the City to control the property. <br /> <br />Councilmember Kurak suggested that the City acquired the property and would be going in the <br />wrong direction. <br /> <br />Councilmember Hendriksen stated that he does not know why the language is included. <br /> <br />Mr. Bakken suggested that the language be deleted. <br /> <br />Councilmember Kurak stated that she would not be opposed to removing the language. <br /> <br />Councilmember Hendriksen stated that he does not want the City to pay for amenities to benefit <br />the developer. <br /> <br />Councilmember Kurak noted that in some of the cases in Chicago, there were many property <br />owners because it was redevelopment. <br /> <br />Mayor Gamec stated that it would be more cost effective for the City to work with the property <br />owner rather than acquire the property. The City always has the option to condemn the property <br />if it becomes necessary. <br /> <br />Mr. Bakken stated that he will have staff include a general statement that would state that the <br />City will work with the landowners to ensure that the City's vision is carried through in the <br />master plan. <br /> <br />Councilmember Hendriksen recommended that #4 on page V-22 be amended to read "Allow <br />high density residential development within the mixed-use area only as part of a comprehensive <br />plan planned unit development." <br /> <br />Consensus of the Council was to make the change to #4 on page V-22 as recommended by <br />Councilmember Hendriksen. <br /> <br />City Administrator Norman stated that the issue of connecting to City sewer and water came up <br />at a previous meeting and for that reason he recommended adding the Charter Amendment <br />language under Staging of Development, Policies for Sanitary Sewer System, and <br />Implementation in the Comprehensive Plan. <br /> <br />Consensus of the Council was to include the Charter Amendment language pertaining to City <br />sewer and water in the Comprehensive Plan as recommended by staff. <br /> <br />Councilmember Hendriksen stated that he would like to know what the answers are regarding the <br />State legal requirements for allowing people to remain on their private systems. <br /> <br />City Council/November 26, 2001 <br /> Page 10 ofll <br /> <br /> <br />
