Councilmember Hendriksen stated that the concept that has been lost is funneling traffic out of a <br />development to collector or arterial roads without going through an adjoining neighborhood. <br /> <br />Mayor Gamec replied that that is not workable in most cases. <br /> <br />Councilmember Hendriksen stated that the essence of the issue is that people living on larger lots <br />resent the fact that 10 acres will have hundreds of people and perhaps thousands of cars going <br />through their neighborhood. <br /> <br />Mr. Bakken inquired if they were attempting to generate a traffic generation analysis so the <br />Council can make a decision or are they trying to develop measures to prevent certain things <br />from happening. <br /> <br />Councilmember Hendriksen replied that the way the Charter Amendment is written it states that <br />the developer pays for a traffic generation analysis and then the City decides if the development <br />will significantly increase traffic through an adjoining neighborhood in order to access a <br />collector street and if that is the case, the density should be limited. <br /> <br />Mr. Bakken stated that if the Council wants a traffic generation analysis completed so that they <br />can determine the impact the traffic would have on adjacent neighborhoods then they can do that <br />with one sentence. <br /> <br />Councilmember Anderson recommended adding language that would state "new development <br />largely directs traffic to collector and arterial streets and minimizes disruption to existing <br />neighborhoods" and then removing d. <br /> <br />Councihnember Zimmerman stated that he wants it so that a surveying company would lay out <br />the lots in such a way that they could get the maximum number of lots without impacting the <br />adjacent neighborhood. <br /> <br />Mr. Bakken stated that the language proposed by Ms. Anderson would allow the Council to <br />determine the impact on the adjacent neighborhood based on each development. <br /> <br />Majority consensus was to add the language proposed by Councilmember Anderson. <br /> <br />Mr. Bakken stated that the next issue the Council needs to resolve is the location of the Rail <br />Station/Town Center site. <br /> <br />Mayor Gamec stated that if the Council is convinced that a Town Center is right for the City then <br />they need to have adequate room to develop the area and for that reason he felt the Town Center <br />should be located in the middle between Ramsey Boulevard and Armstrong Boulevard. <br /> <br />Councilmember Hendriksen inquired as to how big of an area they are talking about for the <br />Town Center site. <br /> <br />City Council/November 26, 2001 <br /> Page 5 of 11 <br /> <br /> <br />
