Mr. Bakken replied that previous discussions have been that the Town Center site would be 100 <br />acres. <br /> <br />Councilmember Hendriksen stated that the 100 acres comes from a recommendation of the Met <br />Council, but the City viewed four developments in Chicago, which were between 4.5 acres to 20 <br />acres. He felt that 100 acres for a Town Center was very large. <br /> <br />Mt'. Bakken noted that his understanding was that the 100 acres was for planning purpose. <br /> <br />Councilmember Hendriksen stated that the problem is that when they start talking about a Town <br />Center then the entire area between Ramsey and Armstrong Boulevard becomes mixed use and <br />then there is no industrial. He has been convinced that some of the things they saw in Chicago <br />are appropriate in Ramsey, but he is opposed to the entire area between Ramsey and Armstrong <br />Boulevard being designated as mixed use. <br /> <br />Mayor Gamec stated that they have to develop the core of the Town Center, which he felt should <br />be approximately 40 acres and then develop tiers outside of that 40 acres. <br /> <br />Councihnember Hendriksen replied that he would agree with that 100 percent. The problem he <br />had was that the proposed document would make all of the land between Ramsey and Armstrong <br />Boulevard mixed use, which would permit residential. He was concerned that if the Town <br />Center concept does not expand then the site will be filled with residential, because the City <br />would be unable to prevent that from happening. <br /> <br />City Adlninistrator Norman reviewed the proposed language of the Town Center Mixed use <br />Policy to be included in the Comprehensive Plan. <br /> <br />Mayor Gamec noted that he would like to see a senior housing complex be a permitted use <br />within the Town Center site. <br /> <br />Councihnember Kurak stated that #8 on page V-22 would require a commercial/retail component <br />on all high density residential. She felt that the language should say encourage instead of require <br /> <br />Councihnember Hendriksen replied that making that change would be going away from what has <br />been discussed. <br /> <br />Mr. Bakken stated that the Council is attempting to design the Town Center. At this time, the <br />Council should be focusing on the land and its permitted uses. <br /> <br />Councihnember Hendriksen stated that he feels that Town Center site should be located near <br />Armstrong Boulevard because if they start with 50 acres on either side of Armstrong Boulevard, <br />depending on how successful the Town Center is, they could continue to develop to the east.
