Councilmember Kurak stated that she visions a quaint area with shops below and offices and
residential above. She would not be against some housing, but does not want to see a lot of
housing. In addition she would like the area to include a professional building.

Mr. Bakken inquired if the Council had any opposition to office space, or limited residential.

Consensus of the Council was no.

Councilmember Kurak noted that she would prefer that nothing be over four stories.

Consensus was that no buildings should be over four stories.

City Administrator Norman recommended identifying the 50-acre Town Center site as mixed use
and then identify the remaining acreage as a reserved area for future development.

Mr. Bakken stated if they agree with what was proposed by staff, then it would allow the
property to develop as the market demands.

Councilmember Hendriksen stated that he could agree with what was proposed as long as the
area does not have residential as a permitted use.

Principal Planner Trudgeon explained that the underlying zoning would be in effect until the City
decides what to do with the land. The area would be called a Timed Development District.

Councilmember Kurak inquired as to what would happen if someone wants to develop a portion
of the land.

Principal Planner Trudgeon replied that it would be up to the Council as to how they would want
to handle the development.

Mayor Gamec stated that he would agree with a Timed Development District.

Councilmember Zimmerman stated that he would also agree with the Timed Development
District.

Councilmember Anderson stated that she thought it was something they could work with as long
as it would allow for the Town Center to expand in the future.

Councilmember Hendriksen stated that he does not want to stop the business park from
developing if the Town Center is not expanding. He inquired if the Timed Development District
would only permit the Town Center to expand.

City Council/November 26, 2001
