Further discussion: Councilmember Hendriksen stated that he felt that Lord of Life has done a <br />good job and has not heard a lot of objection to the development and would like to vote in favor <br />of the project, but doing so makes justification for a piece of equipment that, in current times, he <br />does not think the City can afford, especially when the equipment is located down the road. It is <br />simply the fact that once they add another building in the City there is an attitude that if they <br />don't buy a fire truck you are in favor of"burning up elderly people" when that is not the case at <br />all. Councilmember Zimmerman stated that he is agreement with the project, but not to the <br />extent it is proposed because the City does not have the necessary equipment to protect the <br />building. <br /> <br />Motion can'ied. Voting Yes: Mayor Gamec, Councilmembers Kurak, and Anderson. Voting <br />No: Councilmember Zimmerman. Abstained: Councilmember Hendriksen. <br /> <br />Case #14: <br /> <br />Request for Site Plan Review for an Apartment Building Located on the <br />Lord of Life Property; Case of Lord of Life Church <br /> <br />Principal Planner Trudgeon stated that the apartment building will consist of three stories. The <br />first story will contain 15 apartment units and the second and third stories will contain 16 <br />apartment units each. The building will have six one-bedroom and 41 two-bedroom units. The <br />one-bedroom units will be 770 square feet and the two bedroom units will range from 966 to <br />1,320 square feet. The floor area for all of the units exceed City ordinance requirements. The <br />apartment building will have 48 underground parking stalls for use by the tenants and will <br />provide 33 off-street parking spaces in front of the apartment building, for a total of 81 parking <br />spaces. On September 10, 2001, the Planning Commission tabled a decision on the site plan to <br />allow the applicant to work with the neighborhood groups regarding the proposed access drive, <br />screening, tree preservation, safety and address staff concerns and return to the Planning <br />Commission meeting in October with a revised site plan. The applicant met with the residents of <br />Fluorine Street and based on those discussions modified the site plan as follows: 1) the access <br />road has been moved to approximately 60 feet from the shared property line between the Church <br />and residents. 2) Additional trees will be planted along the exit route from the Church to provide <br />better screening for the resident at 14621 Fluorine Street. 3) Additional plantings will be located <br />between the western property line and Solstice Park and the access road to provide additional <br />screening. 4) The Church has also pledged to put additional trees along the western edge of the <br />access road to provide additional screening for the Fluorine residents. The applicant's landscape <br />plan has been received and meets all of the City's standards. The species selection and <br />placement is very well thought out and the submittal is one of the best plans staff has received in <br />a long time. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Hendriksen, to grant site plan <br />approval to the apartment building to be located on the Lord of Life Church property contingent <br />upon compliance with the City staff review letter dated August 31, 2001, revised September 28, <br />2001, the property being rezoned and receiving a Comprehensive Plan amendment, and the <br />property being properly subdivided. <br /> <br />City Council/October 23, 2001 <br /> Page 22 of 24 <br /> <br /> <br />
