This presents a great opportunity to utilize at <br /> least some of those trees for buffering along Highway 47. <br /> · Planting specifications/details should be included with the landscaping plan. <br /> <br />A revised landscaping plan is required. <br /> <br />Tree Preservation: A tree preservation plan has been submitted that outlines the areas to be <br />preserved during initial wading and road construction. A strong effort has been put forth to <br />preserve a good number of significant trees, including a number of large oaks. Furthermore, a <br />number of young spruce and pines will be transplanted from this site to other areas within the site <br />as well as to Elmcrest Park. During construction of individual homes, all efforts should be made <br />to preserve individual trees wherever feasible, <br /> <br />Tree save fencing is required around all trees or groups of trees to be preserved. The fencing <br />shall include, at a rain/rotan, the entire area beneath the tree canopy, which is known as the <br />critical root zone. No construction activity whatsoever may occur within these areas. Moreover, <br />no construction shall begin until this fencing has been installed and approved by the City. <br /> <br />Finally, due to the number of oak trees on and adjacent to the development area, a plan must be <br />submitted outlining the actions that will be taken to protect those trees fi'om oak wilt. Any <br />clearing involving oak trees cannot occur between April 15 and July 15 to help protect against <br />oak wilt. <br /> <br />Density Transition: Level 3 density transitioning requirements apply along the northern and <br />eastern property boundaries. The transitioning requirements can be fulfilled by natural features <br />such as wetlands, by additional landscaping, or other alternatives. <br /> <br />The wetland that spans most of the eastern property line seems to satisfy the transitioning. <br />requirements for alt of those lots with the possible exception of Lot 30 Block 2 and Lot 16 B:iock <br />3. However, existing vegetation along the property line with the existing homes to the east of <br />these two lots appears to provide ample'screening/buffering. Also, there appears to be significant <br />tree cover along much of the northern property line that would satisfy the transitioning <br />requirements for most of those lots. The existing lots to the north also have significant tree cover <br />that provides further screening. <br /> <br />Staff feels that some sort of transitioning is needed for Lots 3-4 Block 1, both of which have vbry <br />little tree cover. Again, this can be accomplished through additional plantings or some other <br />alternative agreed upon by the Applicant and the City. <br /> <br />Wetlands: A substantial portion of the property is wetland. These wetland areas have been <br />delineated by Kjolhaug Environmental Services which has been verified l~y the LLRWMO. The <br />City anticipates adopting a wetland buffer ordinance in spring/summer 2005. Sheet L1 of the <br /> <br />-226- <br /> <br /> <br />
