The preliminary <br />plat also proposes to fill approximately 1,200 square feet of wetland (0.03 acres) to construct <br />Street D; this will be reviewed as part of the LRRWMO permitting process. <br /> <br />Traftic Analysis Report: The City Charter requires a traffic analysis report for this <br />development. City Staff has utilized the services of Bolton and Menk Consulting Engineers to <br />prepare this report. Traffic generated from this development will primarily Utilize the TH 47 <br />corridor. Major intersections along this corridor were analyzed including 160a Lane, Alpine <br />Drive, Sunwood Drive, CSAH 5/Xkimo Street, and CR 116. With the exception of CR 116 these <br />intersections are cm-rently operating at an acceptable level of service of D or better. In the <br />afternoon peak period the intersection of CR 116 is currently operating at an F level of service <br />and delay will increase as a result of this development. An upgrade to the level of ~ervice at this <br />intersection will require geometric improvement of these highways. Stop signs are to be placed <br />on the entrances onto TH 47, and it is recommended that left mm and right through lanes be <br />added to the TH intersection of 160th Lane at TH 47. <br /> <br />Grading and Drainage Plans: A grading and drainage plan dated 5/12/05, last revised 6/13/05 <br />has been prepared for this subdivision by Mark Kretchmer PE. Staff offers the following <br />COlmncnts on this plan: <br /> 1. [,ot corner elevations need to be provided on all lot comers and along the centerline of <br /> drainage swales which do not coincide with common property lines. Drainage and utility <br /> easements need to be provided over such swales (i:e. over Lots 11 through I5 of Block 1) <br /> and need to be included on the 'grading plan. <br /> 2. A table must be added specifying house type, garage elevation, minimum floor elevation, <br /> and lowest opening elevation. <br /> 3. A temporary cul-de-sac needs to be provided on the north end of Road A. Although a <br /> note to this effect has been placed on the plan, the actual proposed orientation on the bulb <br /> should be illustrated on the plan. It may be necessary to create an outlot to accommodate <br /> this cul-de-sac.- The plan should anticipate removing the "ears" of the temporary cul-de- <br /> sac located on 162nd Ave. The drainage from this existing street will not be allowed to <br /> pond or flow across private property. It may be necessary to adjust the plan to address this <br /> issue. <br /> 4. Slopes must not be steeper than 1 foot vertical to 4 feet horizontal. Several areas within <br /> thc plat appear to exceed this slope. <br /> <br />Calculations ~nust be submitted showing the pre-and post-runoff conditions. A permit from the <br />Lower Rum River Water Management Organization will be required. ' <br /> <br />Streets and Access: The sketch plan proposes one new access to Highway 47, at 160th Ln NW <br />and to connect to 162nd Ave NW. A stub street is proposed to the north; a temporary cul-de-sac <br />will be required in this location.
