Marigold Pond <br />Preliminary Plat _Review <br />May 27, 2005 <br />Revised: June 24, 2005 <br />4of3 <br />northbound and southbound TH 47 will be required as will the construction of a northbound right <br />turn lane into the proposed subdivision. <br /> <br />In a June 15, 2005 plat review letter MnDOT has indicated that residential land use may not be <br />compatible with highway impacts, notably potential noise complaints. MnDOT policy prohibits <br />the expenditure of highway funds for noise mitigation measures. You have indicated your <br />willingness to construct a combination of berming and landscaping to provide a buffer to the <br />highway.' <br /> <br />Sidewalks: City policy requires the installation of sidewalks along one side of all non cul-de-sac <br />public streets in single-family developments. The submitted preliminary plat is consistent with <br />this policy. <br /> <br />Utilities: This development is proposed to be serviced with municipal sewer and water and an <br />overall utility plan has been presented as sheet C3 of the plan submittals. The sanitary sewer <br />system within the subdivision will be conveyed to a lift station which is to be located near the <br />intersection of Road C and Road D. This lift station will discharge through a forcemain into the <br />gravity sewer located at the intersection of TH 47 and 156th Lane. In turn this gravity system <br />flows to the lift station located near 155t~ Lane between Krypton and Junkite Streets. That lift <br />station discharges to the gravity sanitary sewer located east of the Alpine Drive medical clinic. <br />Staff is recommending an engineering analysis of tiffs system to ensure adequate sewer capacities <br />are available. <br /> <br />The utility plan also proposes the extension of a twelve inch watermain along the east side of TH <br />47 fi:om I57~h Lane to I60t~ Lane to service this subdivision. The City has prepared a trunk water <br />system distribution plan which includes this area which anticipates a sixteen-inch watermain <br />along the west side of TH 47. Staff recommends that the developer be required to construct the <br />planned sixteen-inch watermain on the west side of TH 47 from 157th Lane to the northerly end <br />of this proposed plat and the proposed twelve-inch main on the east side of TH 47 be replaced <br />with an eight inch main. Two eighbinch watermain connections should be made, one at 160th <br />Lane and the second through an easement on the north end of the subdivision to provide two <br />water sources to this development. This watermain arrangement wilI provide the two separate <br />water sources to service tlt~s development. <br /> <br />At the June 2, 2005 Planning Commission meeting, you indicated your willingness to provide a <br />utility easement to provide sanitary sewer access to the property located at 16261 St Francis <br />Blvd. This easement should be shown on the final plat. <br /> <br />Park Dedication and Trails: The preliminary plat was reviewed by the Park and Recreation <br />Conunission at their June 9, 2005 meeting, and recommended a cash payment to satisfy park and <br />trail fees for the site. A trail is shown on the east side of Highway 47 up to 160th Lane where it <br />turns back into the plat, and returns to Highway 47 at the northern boundary of the plat.
