Preliminary Plat and Preliminary Site Plan Review: Ramsey Town Center 8th Addition <br />May 27, 2005 <br />Revised: June 24, 2005 <br />Page 3 of 7 <br /> Alignment and grade of 147th and general grading work must also be coordinated between <br /> these two developments. <br /> <br />Staff is also recommending an additional left turn lane from Town Center Drive on to Bunker <br />Lake Blvd. The improvements at the proposed intersection of Zeolite Street and Bunker Lake <br />Blvd must be approved by the Anoka County Highway Department. The bituminous lift <br />thicknesses must be specified for all proposed paving cross sections. Several of the vertical <br />curves do not meet the minimum 20 times the algebraic difference of the tangents and must <br />be revised. <br /> <br />The street names must be aligned with the Anoka County street name grid. <br /> <br />Grading' and Drainage: Staff has received a grading and drainage plan for the development <br />and has the following comments. Stormwater calculations :have been submitted to the city, <br />but staff has not had adequate review time as of the writing of this case. Issues that arise out <br />of that review will be the Developer's responsibility to resolve. These calculations must also <br />be submitted to the Lower Rum River Water Management Organization. A Stormwater <br />Pollution Prevention Program (SWPPP) is required for this project. It must reference the <br />SWPPP prepared for the Ramsey Town Center Project and provide for transfer of <br />responsibility from RTC, LLC to this developer-and contractor. <br /> <br />The rock construction entrance on the SWPPP must be replaced with the requirement for <br />daily sweeping of adjacent streets during active construction and as required by the city. The <br />responsibility for the SWPPP on this site must be transferred to the new owner and contractor <br />prior to commencing construction. <br /> <br />Grading north of Bunker Lake Blvd. exceeds the 4:1 maximum slope permitted. Any change <br />of grades to the roadway or plat as a result of the sledding, hill that is to be constructed in <br />Nmlh Park will be the Developer's responsibility. Grading plans for the park must be re-' <br />submitted prior to final plat approval. <br /> <br />Lots 1-5 and 18-22 are partly or wholly within a drainage and utility easement platted over a <br />proposed stormwater pond. The volume and function of the pond must be provided <br />elsewhere on site prior to release of the drainage and utility easement. Calculations <br />supporting this change must be submitted. Additionally, these easements will need to be <br />vacated prior to recording of the final plat. <br /> <br />The backyards of each building are a series of depressions with catch basins. Water will build <br />up to 875.8 before it can flow overland and leave the depressions. Lookout openings are <br />proposed as low as 872.5. Lo,vest floor elevations may be lower than adjacent catch basin <br />rim elevations, but ttzis will need specific approval from the LR1KWMO.
