Preliminary Plat and Preliminary Site Plan Revie.w: Ramsey Town Center 9th Addition <br />May 27, 2005 <br />Revised: June 24, 2005 <br />Page 3 of 7 <br /> <br />Street YAM 4 ends at the east plat line of the project. The location of the termination should <br />not limit development options on the adjacent parceI. The end of Yam 1/Yam 4 is over 950 <br />feet from the public street. A turn around is provided, however the extension to the east <br />property line of the private street could lead to questions on maintenance responsibilities in <br />future if a public street is platted east of the property line. <br /> <br />7, <br /> <br />Open Space: The Town Center Development Review Guidelines encourage the integration <br />of private courtyards and pocket parks within the TC~4 Neighborhood District. These small <br />green areas provide important breathing space, contribute to stormwater management, and <br />offer additional recreational amenities to serve the building tenants. The preliminary site <br />plan complies with the development guidelines and provides green spaces for recreational <br />and stormwater management purposes on each block. <br /> <br />Grading and Drainage: Staff has received a grading .and drainage plan for the development <br />and has the following comments. Stormwater calculations must be submitted to the city and <br />Lower Rum River Water Management Organization for verification of conformance with the <br />master drainage plan. The rock construction entrance on the Stormwater Pollution' <br />Prevention Program (SW?PP) should be replaced with the requirement for daily sweeping of <br />adjacent streets during active construction and as required by the city. The responsibility for <br />the SWPPP on this site must be transferred to the new owner and contractor prior to <br />commencing construction. <br /> <br />A SWPPP is required for this project. It must reference the SWPPP prepared for.the Ramsey <br />Town Center Project and provide for transfer of responsibility from RTC, LLC to this <br />developer and contractor. The master stormwater plan. provides rate control for the entire <br />Ramsey Town Center Project. The plan requires application of Best Management Practices <br />(BIx[Ps) on each site to enhance stormwater quality. Developments approved to date have <br />provided water quality treatment for 75%+ of the site. A portion of the site is directed to the <br />infiltration basins prior to discharge off the site through the storm sewer system. The curb <br />cuts to the infiltration basin mu~t be replaced with catch basins and flared end sections. A <br />water quality treatment device must be installed at the point where the storm sewer system <br />leaves the site. The percentage of the site draining to a BMP must be increased by rerouting <br />water to the infiltration basins or by installing water quality treatment devices at the points <br />where stormwater leaves the site. <br /> <br />The grade of the street YAM 4 must be adjusted to provide a smooth transition to the <br />property to the east. <br /> <br />The development proposes discharging storm water from the east side of the site onto the <br />adjacent property without rate control or treatment. This runoff should be collected and <br />routed to the storm sewer system. <br /> <br />The individual bituminous lift thicknesses must be specified. <br /> <br />-290- <br /> <br /> <br />
