Park Dedication/Trail Development: Per the Master Development Agreement, the City <br /> and the Master Developer have negotiated a Park and Trail Dedication Agreement. In <br /> accordance with the Park and Trail Dedication Agreement, there are no park dedication or <br /> trail development fees owed on this plat. However, there is a park payment obligation in the <br /> First Amendment to the Master Development Agreement that requires 'a cash payment, to the <br /> City, upon sale of the property in an amount equal to 750 times the number of eligible units <br /> on the property in accordance with the zoning regulations. <br /> <br />14. <br /> <br />Traffic Generation: As part of the Town Center AUAR, a detailed traffic analysis was <br />completed that anticipated the type and size of development shown on the plat. The proposed <br />development is consistent with the traffic modeling system used as part of the AUAR analysis. <br />Regional road improvements to facilitate the whole Ramsey Town Center development have <br />been agreed upon and have already begun construction. This proposed development does not <br />generate more traffic 'than was anticipated. <br /> <br />15. <br /> <br />Stormwater Trunk Fees: The 2005 Stormwater Trunk Fee is $384.00 per unit. This fee will <br />need to be paid prior to the release of the final plat mylars. The fee in place at the time of the plat <br />being recorded is the one that will be charged. <br /> <br />161 <br /> <br />Sewer and Water Trunk Fees: The 2005 Sewer and Water Trunk fees are $2,962.00 per unit. <br />These fees will need to be paid prior to the release of the final plat mylars. The fee in place at <br />the time of the plat being recorded is the one that will be charged. <br /> <br />I7. <br /> <br />Ramsey'Town Center Phase I Roadway ImProvements, Phase II Roadway Improvements, AUAR <br />Roadway Improvements, Parking Facility Improvements: In accordance with City of Ramsey <br />Resolutions 05-02-065, 05-02-066, 05-02-067 and 05-02-068, assessments for Ramsey Town <br />Center Phase I Roadway Improvements, Phase II Roadway Improvements, AUAR Roadway <br />Improvements, and parking facility improvements shall be payable to the City in a single <br />installment prior to the release of the final plat mylars for recording. Total payment due includes <br />principal plus accrued interest in the amount of 6.3% per annum commencing February 22, 2005, <br /> <br />18. Other Permits. The Developer is responsible for obtaining any and all permits required from <br /> other regulatory agencies. <br /> <br />19. <br /> <br />Townhouse Design/ArchitecturaI Standards: The development is proposing one townhouse <br />style (row house units). The Town Center Development 'Guidelines establish a brick <br />enhancement threshold of 35% of the non-glazed area of the front facing wall, unless the <br />building design is enhanced through other means such as covered porch areas, broken roof lines, <br />articulated faoade and material or color changes. Black and white elevations have been submitted <br />for all the units along with one color elevation.-tt is StafPs understanding that there will be some <br />color variation between the buildings. Color elevations are needed that indicate building <br />materials and colors that are proposed for ail of the units. Some information on the proposed <br />units has been submitted, including brick coverage calculations, which indicate the non-glazed <br />area of the front wail will have 26.3% brick.
