Preliminmy Plat and Preliminary Site Plan Review: Ramsey Town Center 10th Addition <br />May 27, 2005 <br />Revised: ..rune 24, 2005 <br />Page 2 of 7 <br /> The TC4-a Zoning District requires the following lot standards: <br /> <br />Minimmn lot size <br />Minimmn lot width <br />Minimmn lot depth <br /> <br />None <br />20 feet <br />80 feet <br /> <br />All proposed lots meet these requirements. <br /> <br />Setbacks: The TC4-a Zoning District requkes the following setbacks: <br /> <br />Front yard 0 to 20 feet as measured from building front to edge of sidewalk; <br />Side yard None, unless required by building code; <br />Rear yard None, unless required by building code. <br /> <br />On June 28, 2005 the City Council will be considering adoption of some revisions to the <br />Town Center zoning district which would allow 20 foot driveways, in addition to changing <br />the maximum front yard setback to 25 feet. The individual units will be required to meet the <br />25-foot maximum-front yard setback; this will be verified on the individual building permits~ <br /> <br />Public Streets: The development project lies west of the extension of Zeolite St and is <br />entirely served by public streets. The street labeled Guy 3 is shown with a 50-foot fight-of- <br />way. Staff is still receiving and reviewing plans. Additional modifications and information <br />may be required once review is completed. : <br /> <br />Grading and Drainage: Staff has received a grading and drainage plan for the development <br />and has the following comments. Stormwater calculations must be submitted to the Lower <br />Rum River Water Management Organization for verification of conformance with the master <br />drainage plan. The rock construction entrance on the Stormwater Pollution Prevention <br />Program (SWPPP) should be replaced with the requirement for daily sweeping of adjacent <br />streets. <br /> <br />The SWPPP for this project must reference the SWPPP prepared for the Ramsey Town <br />Center Project and provide for transfer of responsibility from RTC, LLC to this developer <br />and contractor. The stormwater calculation cover sheet indicates that the proposed runoff for <br />this site exceeds the rate anticipated in the master stormwater plan, and. the regional <br />calculations should be revised. The regional ponds are in drainage and utility easements and <br />cannot be enlarged without re-platting. The master stormwater plan provides rate control for <br />the entire Ramsey Town Center Project. The plan requires application of Best Management <br />Practices (BMPs) On each site to enhance stormwater quality. Developments approved to <br />date have provided water quality treatment for 75%+ of the site. The infiltration basins <br />shown on the plans will provide water quality treatment, however it appears only 30% of the <br />site drains to these devices, the remainder of the water discharges directly to the regional <br />system. The percentage of the site draining to a BMP must be increased by rerouting water to <br /> <br />-315- <br /> <br /> <br />
