Larry Mooney, 17211 Tiger Street indicated that again with these houses being added there will
be lots of traffic. He stated this is a huge amount of additional traffic they are proposing to dump
onto Tiger Street. He indicated there are a lot of kids in this neighborhood.

Ginger Millner, 16841 Wolverine Court, stated she assumes the septic system is a common
system because the City found when they allowed one acre lots the systems were too close
together. She indicated the area for the septic system seems like such a small area for all those
houses.

City Engineer Jankowski stated the size of the septic system is dependent on the'permeability of
the soil. I-Ie indicated he is not sure if all of the area will be needed.

Ms. Millner asked if the need for adequate space for a septic system and a back-up location was
not how the City determined that two and one-half acres is what the lot size should be.

City I?,ngineer Jankowski indicated the two factors are not tied together.

Commissioner Van Scoy asked if there is an alternative area for the septic system if it should fail.

Mx'. Sletncr stated the area is 55,000 square feet. He ihdicated that using a calculation o£ 600
square feet per home the area is big enough for 90 homes, or about three times the area needed.

¥icc Chairperson Johnson asked if it is being designed so a back-up area would be available.

Mr. Sletner stated the system is being put on one side, with the infrastructure in the middle so it
can be flip flopped.

Ms. Finkfiner asked what the septic system would look like.

Mr. Slemer stated it will look exactly like the system.at her home. He indicated if a lift station is
needed at her home, it will be needed here, He stated he is assuming the area will look mostly
like a yard.

Commissioner Brauer asked who will maintain the septic area,

Associate Planner Geisler stated it will be maintained as an outlot. She indicated when Staff
does the landscaPing review for the development they can review this area also.

Ms. Finkfiner stated she knows many people are concerned about safety here. She indicated that
she knows other cities have put in big developments without consulting the pOlice, fire, schools,
etc. to get their support for the amount of housing going in. She encouraged Ramsey not to make
that same mistake.

Planning Commission/June 2, 2005

P17
