Final Plat/Final Site Plan Review: Ramsey Town Center 7th Addition <br />July 7, 2005 <br />Page 2 of 6 <br /> <br />At the time of preliminary plat and site plan review, the townhome structures on Lot 5, Block <br />1, Lots 1 and 2, Block 2, and Lot 1, Block 3, exceeded the maximum front yard setback. The <br />location of the sidewalk is outside the plat boundaries, in the right-of-way for Rhinestone <br />Street N.W., which extends the measurement distance. The Board of Adjustment granted a <br />variance to the maximum front yard setbacks for these 4 structures. In addition, the City <br />Code was subsequently amended and the front yard setback may now be measured from the <br />edge of sidewalk, right-of-way line, or back of street curb, whichever is appropriate. Based <br />on the amended standards, only 2 of the 4 structures are subject to the variance (Lot 5, Block <br />1 and Lot 1, Block 2.) <br /> <br /> 4. Public Stree~ts: The development project lies on either side of Rhinestone Street N.W., and <br /> south of Bunker Lake Blvd., existing Public roads. The Developer shall be. responsible for <br /> . the platting and construction of 146t" Avenue 'N.W. extending, west off of Rhinestone Street <br /> N.W.; and that portion of East Town Center Drive adjacent to Outlots A and B. The <br /> Developer shall also be responsible for the platting and construction of Q Street between <br /> Outlot A and Block 2. Q Street will most likely be named Traprock Street N.W., according <br /> to the street grid system. The portion of Town Center Drive between Bunker Lake BI.v.d. <br /> and East Ramsey Parkway must be constructed along, with turn lanes as required by Anoka <br /> 'County. <br /> <br />5. Private Streets: The table below indicates City Code requirements for private street lengths: <br /> <br />Maximum private street length without a <br />turnaround provided <br />Maximum. private street length with a <br />turning provision provided <br /> <br />Maximum private, street length with a cul- <br />de-sac provided <br /> <br />200 feet <br /> <br />300 feet <br /> <br />600 feet, when exceeding the 300 foot length <br />requirement, the private street width must be <br />32 feet. <br /> <br />The private streets as shown on the final site plan comply with the length restrictions. The <br />private drive on the east side of Block 1 will require an easement from the owner. <br /> <br />All of the private streets are 24 feet wide. CitY Code prohibits on-street parking on 24 foot <br />wide private streets. The Development Contract will require all private streets to be signed <br />for "NO Parking". The Developer will be responsible for the cost of the signs, including <br />installation, as a Stage I Lmprovement in the Development Contract. The Homeowners <br />Association will be responsible for the ongoing maintenance costs associated with the signs. <br /> <br />The street names are in accordance with the County street grid system. <br /> <br />Open Space: The final site plan complies with the development guidelines and' provides <br />green spaces for recreational and stormwater management purposes on each block. <br /> <br />-188- <br /> <br /> <br />
