June 17, 2005
East Town Center Park Plan Review

The TuffTurf emergency overflow is not shown on the erosion control plan. TuffTurf/Netlon
reinforced routes must be provided to all of the outlet control structures for future
maintenance access.

The title of the Walks and Trail Alignment plan must be updated to include Walls.

The liner shading must be shown on the Pond Liner Alignment and Tabulation sheet. The
liner must conform to installation performance standards including the leak test.

The arrow for 100 year overflow drainage should be removed from the plans as the actual
event that would trigger surface overflow fi.om the pond is significantly larger than the 100
year event. The pages where the sections through the liner are shown must be indicated in the
plan view. The liner is shown as passing over the existing sanitary sewer line under the street
bridge. The liner should be dropped below the pipe to provide connection between the east
and west ends of the pond.

The thickness of the soil over the liner at the pedestrian bridges must be specified. The
sections through the lhxer specify fills of 4 to 6 feet over the liner. The location of the fill
should be more clearly defined. The location of the Wetland Clay Liner is not shown in plan
view.

Each treatment basin needs a ramp for maintenance purposes. The ramp must be ad,jacent to
the Tufft-urf path mentioned above.- A horizontal rondel detail is shown, however the
installation location is not specified. The plans call for attacNng the liner to the RNnestone
Bridge by drilling the piers and installing bolts. This must be approved by MN/Dot since it is
an MSA bridge. The vertical penetration boot detail shows HDPE pipe which is not
acceptable. The locations of the wall expansion.joints must be specified.

The pond contours shown on the paving plan must be updated to match those shown on the
grading plan. The proposed volume of the pond must be tabulated by Contour elevation and
submitted for verification with the approved stom~water model for the project. The proposed
2 ft wide maintenance strips behind the curbs must be installed with so that they drain over the
curb. Grades beyond the maintenance strips can slope into the site.

The grades .on the proposed trails must not exceed 5% in any location. The I-DPE pipes
linldng the basins in the wetland mitigation area have little or no cover. Alternative methods
must be selected for connecting the basins.

The gradation of the stone sub-bases under the pavers must be specified. The location of the
edging detail must be specified.

The HDPE pipes fi.om the splitter boxes to the spreader devices must be replaced with RCP
pipes. Adjustment of the location of the spreader devices and outlets from the splitter boxes
may be required. Details on the wetland drawdown valve must be supplied. The current
graphic in the plans should be supplemented with additional technical drawings.

-302-
