CASE #2 Consider Storm Sewer and Utility Improvements Projects <br /> <br />Background: <br /> <br />A review of this winter's conditions and complaints has identified two candidate storm <br />water projects for consideration this construction season. The first project would be a <br />drainage improvement at the intersection of Alpine Drive and Waco Street. At this <br />location Waco Street, ~vhich has a poorly developed rural ditch section for drainage, meets <br />Alpine Drive, which has concrete curb and gutter. There is currently a catch basin, which <br />is located in the north curb line of Alpine Drive just east of this intersection. This condition <br />could.be eliminated by the installation of catch basins on the southeast and southwest <br />corners of this intersection, which could be made to drain into the existing catch basin in <br />the north curb line. The estimated cost of this work is approximately $14,000, which would <br />include the complete replacement of 100 feet of badly deteriorated pavement on Waco <br />Street just south of this intersection. <br /> <br />The second candidate project is a result of a complaint by Mrs. Barb Beabeau who resides <br />at 6376 143rd Lane (the southeast corner of Sunfish Lake Blvd and 143rd Lane). A small <br />drainage area northeast of Mrs. Beabeau's property drains into a rural ditch section <br />adjacent to 143rd Lane. This ditch system is directed through a culvert to the south side of. <br />the roadway and the natural grade transmits drainage into Mrs. Beabeau's property. There <br />is no drainage and utility easement over this portion of her lot. In addition, Mrs. Beabeau <br />has a wooden retaining wall in the vicinity and is concerned about the impact of the <br />drainage on this wall. This flow ultimately ponds in her back yard. It is proposed that the <br />storm water be redirected westward along 143rd Lane to Sunfish Lake Boulevard and then <br />southward for a distance of approximately 230 feet to an existing storm sewer which <br />discharges westward across Sunfish Lake Boulevard into a lot, which is presently owned <br />by the City. Water drains from this location overland into the wetland 657 W. The <br />estimated cost of this project is $20,000. <br /> <br />The third project is proposed to be fixed through Tax Increment Financing. This project is <br />related to the need to reroute a storm sewer constructed by Waste Management, which is <br />currently owned by Minnesota Pollution Control Agency. It is located across Lot 1, Block <br />2 Sunfish Lake Business Park. This storm sewer is currently used on occasion by MPCA <br />to augment the groundwater treatment system that relies primarily on ponds. The existing <br />storm sewer runs diagonally across the property, which limits the development pot'~ntial. It <br />is proposed that this storm sewer be realigned. The cost of this work, including the <br />removal of the existing sewer is estimated to be approximately $50,000. It is proposed that <br />funds for this project would come from TIF funds. <br /> <br />Motion to recommend that the City Council direct that plans and specifications be ordered <br />for the projects outlined above as the 2005 Storm Sewer Improvement Project. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />-356- <br /> <br /> <br />
