change the land use designation for the subject property from a combination of Low and Medium
Residential to Mixed Use. The proposed amendment to the Comprehensive Plan will bring the
subject property in line with the remainder of the Town Center property south of Bunker Lake
Boulevard. Nc advised a Comprehensive Plan Amendment request was considered and denied
roi' thc Subject Property by the City Council in 2002. The primary reason for the denial was the
lack of a concept plan for the property. Since that time, a concept plan for the entire Town
Centcr site has been approved by the City Council. The Town Center Zoning District was
adopted by the City Council in 2003, which included the Subject Property. The request also
moots the criteria established in the Interim Policy for Land Use Changes adopted by the City
Council on April 26. 2005. Community Development Director Trudgeon advised this request is
largely a housekeeping item required to bring the subject property in line with the remainder of
the Town Center site in terms of land use designation. Staff recommends approval of the request
for Comprchensive Plan Amendment.

Motion by Councilmember Elvig, seconded by Councilmember Olson, to adopt Resolution #05-
06-192 approving the request and authorizing staff to submit the Comprehensive Plan
Amendment to the Metropolitan Council.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Cook, Olson,
l~earson, and Strommen. Voting No: None. Absent: Councilmember Jeffrey.

Case #8:

Request for Preliminary Plat and Preliminary Site Plan approval of Ramsey
Town Center 8th Addition; Case of Ramsey Town Center LLC

Community Development Director Trudgeon stated Ramsey Town Center, LLC has submitted a
preliminary plat and preliminary site plan to develop 23 small-lot single-family homes on
approximately 8.13 acres in Ramsey Town Center Addition. The proposed development is
located north of Bunker Lake Boulevard and west of the extension of Town Center Drive. He
advised the subject property is currently zoned Town Center-4a Neighborhood District (TC-4a).
This district allows for a mix of residential uses at a net density up to 10 units per acre. As
submitted, the preliminary plat for the 8th Addition has a net density of 8.48 units per acre. The
overall site (including the 8th' 9th, and l0th Additions) has a net density of 4.75 units per acre,
which docs not include the park or outlot. A Comprehensive Plan Amendment to change the
land usc designation on this property from Low-and Medium-Density Residential is being
considered along with the preliminary plat. The development is proposing small-lot single
family homes. The applicant has submitted architectural elevations representative of what will
be built in Ramsey Town Center 8th Addition. Each unit will need to adhere to the Town Center
I)cvclopmcnt Guidelines.

Community Development Director Trudgeon indicated the City Council is considering adoption
of some revisions to the Town Center Zoning District that would change the maximum front
yard setback to 25 feet and the minimum driveway length to 20 feet. He advised the new lots
will bc served by a 50-foot public street right-of-way with a standard 32-foot pavement width.
~l'hc development of the plat will include the construction of the following public streets: 147th
Lane NW extending west from Town Center Gardens, Zeolite St NW, and Town Center Drive.
Grading and street alignment must be coordinated with the Town Center Gardens Development

City Council / June 28, 2005
