fi~r the construction of a public street to the rear of the site and a portion of the land could be sold
for a private use. Staff would like direction regarding the proposal from Landmark and the
filture use of the building and the site.

K evin Whelan, Executive Vice President of Landmark Bank, stated Landmark Bank has grown
out of their building. The bank was designed to mirror the look of the Old Town Hall. They
would like to retain the job growth they have in the City of Ramsey and would like to acquire
and renovate the building.

Councilmember Elvig stated he remembers the Council clearly discussing moving the Old Town
[lall and fixing the road. He expressed concern that the cost is not known to move the building
to Town Center, and the historical value will be diminished considerably if the building is moved
fi'om the original site. He indicated he does not know what the alternatives are in extending the
road towards the wetland.

Connie Nelson, SBA Department Manager of Landmark Bank, stated the intent of the bank
would be to keep the Old Town Hall as close to the original historical status as possible. The
only changes would be for an egress and access, because there is only one entrance and exit from
the building.. The bank plans to work with the Historical Society at both the county and state
level to complete the renovations.

City Administrator Norman advised that the building would take on a private use if it is sold to
the bank. By moving the building it would maintain the public function and historical function
as an old school.

Councihnember Cook stated this is a difficult decision for him to make without the figures on the
costs for the City to maintain the building and to move the building.

Councihnember Pearson concurred.

Mayor Gamec inquired if there was work done on the foundation in preparation of moving the
building.

Public Works Director Kapler replied the foundation was shored up, but not in preparation to
move. The building is movable and a quote was acquired. Staff can locate the quote or obtain
another quote.

Councihnember Cook stated he would like the Council to review information on the cost of
moving and renovating the building to the point where it could be used as a building and
teaching tool, as was previously discussed.

Councihnember Strommen stated she appreciates this proposal and the bank's interest in
maintaining the historical character of the building. Her concern is there still being public access
to the building. She was very interested in the idea of having the building fixed up and moving it
to an area where it can be a public showpiece. The bank's proposal may be a good second option
if this is not feasible.

City Council Work Session / June 14, 2005
Page 2 of 4
