Councilmember Cook stated one thing he did not see in the plan was a piece of land on the <br />southwest comer of Sunfish Lake. He stated they guaranteed the neighborhood there would be a <br />trail connection and park and it has not been done. <br /> <br />Chairperson Johns stated a trail connection was slated in the next couple of years. She did not <br />think that park would be an active use because it was so close to Alpine Park. <br /> <br />Chairperson Johns thought they needed to do more long-term development in Central Park <br />instead of using the Lions donation for a new building and concession area. She thought they <br />could use area project funds for reconstruction of the park. She would like them to take a look at <br />using the donation from the Lions to expand and upgrade the building instead of replacing it and <br />add concessions there because there is running water and a septic on site. <br /> <br />Mayor Gamec thought this was a good idea and the park would be a benefit because there is <br />water and septic at the site and it would also save a considerable amount of money. He agreed <br />that they could add concession to the building. He thought the Lions would be receptive to this. <br /> <br />Chairperson Johns thought this would make more sense because water and a bathroom will be <br />essential and a new building without that will be obsolete in the future. <br /> <br />Councihnember Jeffrey stated a great concern is water for a concession stand. <br /> <br />Case #3: Sketch Plan Review for Marigold Pond <br /> <br />Civil Engineer II Linton explained Oakwood Land Development has submitted Preliminary Plat <br />plans for Marigold Pond. The project was discussed at the June 2, 2005 Planning Commission <br />meeting. The site is located east of Highway 47 at 160th Lane NW. This project will require a <br />comprehensive plan amendment. The project is in the Rum River Recreation District. <br /> <br />Staff recommends continuing to work with the developer to explore options for connecting this <br />development to Elmcrest Park and the trails on the west side of Hwy 47. One option that has <br />been mentioned is placing an underpass in the North West comer of the site. Park dedication <br />should be accepted in cash for all the lots, this would be reduced by any land dedication proposed <br />in future revisions of the plat. Trail dedication should be in cash with credit for portions of the <br />trail constructed outside the plat. <br /> <br />Mr. John Peterson stated they did not pay enough attention to the trail issues and there was a <br />meeting on the site with staff regarding the trails. He explained some of the problems with <br />installing trails. He stated they are going to give the right-of-way to the State. <br /> <br />Mr. John Peterson asked the Park Commission to consider the developer provide easement up to <br />180th Lane and then continue between two lots and provide a sidewalk in front of the homes in <br />the development. He stated they were not planning on installing sidewalks in the development <br />because of the cul-de-sac but would do this if they did not need to put in a trail behind the homes. <br />He stated to build a trail in the backyards would take out a lot of trees and would make them <br /> <br />Park and Recreation Commission/June 9, 2005 <br /> Page 6 of 10 <br /> <br /> <br />
