reconfigure the lots because they would lose a lot of land. He thought residents would prefer a
sidewalk to a trail in the back of the yards.

Mr. John Peterson stated they will give the City the easements and if there was money needed to
finish the trail connection, they would help the City to do this by giving money. He stated they
would buffer the trails between the homes.

Commissioner Shryock asked if the sidewalk in the development would be a requirement or
would it be a credit to the development.

Parks/Utilities Supervisor Riverblood stated it would be a requirement and there would still be a
dedication fee.

Commissioner Shryock stated she did not have a problem with the trail taking a detour through
the development.

Commissioner Lehman stated it would be beneficial not to take the trees out along Highway 47.

Councilmember Jeffrey's asked what the complications would be to put a tunnel under Highway
47.

Parks/Utilities Supervisor Riverblood stated he did not think the State would have a problem
allowing this. He stated this is becoming more popular and done more often.

Councilmember Cook thought even though they had the four lots depreciating because a trail
would run along them, the connection to the park across the street will be a great benefit to the
neighborhood.

Chairperson Johns thought this was a good idea and indicated a tunnel would be in across
Highway 47 sooner than later.

Motion by Commissioner Shryock, seconded by Commissioner Pontius, to accept park
dedication and trail fees in cash and to accept the negotiation with the easement.

Motion carried. Voting Yes: Chairperson Johns, Commissioners Shryock, Pontius, LaMere, and
Lehman. Voting No: None. Absent: Olds, Ostrum.

Motion by Commissioner Shryock, seconded by Commissioner Pontius, to recommend staff to
look at acquiring an east/west trail easement along the section line through the site to connect up
with the land on the east side of the development which would alter the park dedication fees, in
addition propose a trail dedication along there in case an easement is not available.

Motion carried. Voting Yes: Chairperson Johns, Commissioners Shryock, Pontius, LaMere, and
Lehman. Voting No: None. Absent: Olds, Ostrum.

Park and Recreation Commission/June 9, 2005
Page 7 of 10
