Case #4: Review Master Trail Plan

Civil Engineer II Linton noted the Master Trail Plan drafts have been presented to the Park
Commission at several stages in the development of the plan. He asked for Commission input.

Chairperson Johns thought they were just about done but they were missing the trail descriptions.
She wondered if the cost details in the plan needed updating.

Parks/Utilities Supervisor Riverblood thought the details were accurate enough for the plans.
They would be updated when the plans were developed. He stated the City worked with the
County in preparing a feasibility study to bring a trail from Anoka into Ramsey all the way west
through Mississippi West Park and points beyond to connect to Sherburne County and the Kelly
Farm.

Parks/Utilities Supervisor Riverblood handed out information on the study to the Commission
and the Council.

The Commission and Council discussed the study with staff.

Chairperson Johns thought there needed to be a pedestrian separation on the bridge in the study.

Commissioner Shryock thought they needed to tout transportation as an essential in the trail plan.
She also thought they needed to emphasis getting people to points of interest in the City along
with other benefits the trails will provide in the City such as decrease in traffic congestion. One
of the other issues that people like about the trails is the separation from the roadway and the
safety they have. There is a greater concern with safety today and a trail separation is what
residents want.

Parks/Utilities Supervisor Riverblood stated he has tried to keep this simple but he indicated
including a fourth paragraph in the plan indicating what Commissioner Shryock mentioned.

Commissioner Shryock stated her main concern is it would help to get residents to see the
potential for getting places using the trails. They need to use this for a transportation route.

Councihnember Cook thought this needed to be in the Master Plan indicating the trails as
transportation routes.

Parks/Utilities Supervisor Riverblood showed the Commission a photo of a trail with the Ramsey
Water Tower on it and thought this would be a good photo for the cover of the Master Trail Plan.

The Commission agreed.

Chairperson Johns asked if staff wanted help with trail descriptions.

Park and Recreation Commission/June 9, 2005
Page 8 of 10
