During construction of individual homes, all effo~s should be made <br />to preserve individual trees wherever feasible. <br /> <br />Tree save fen.cing is required around all trees or groups of trees to be preserved. The fencing <br />shall include, at a minimum, the entire area beneath the tree canopy, which is known as the <br />critical root zone. No construction activity whatsoever may occur within these areas. Moreover, <br />no construction shall begin until this fencing has been installed and approved by the City. <br /> <br />Filmily, due to the number of oak trees on and adjacent to the development area, a plan must be <br />submitted outlining the actions that will be taken to protect those trees from oak wilt. Any <br />clearing involving oak trees cannot occur between April 15 and July 15 to help protect against <br />oak wi lt. <br /> <br />l)ue to some revisions that are necessary to the grading plan near the Highway 47 underpass, a <br />revised tree preservation/landscaping plan should be submitted for this area. <br /> <br />Density Transition: Through a combination of existing vegetation, new plantings, and the <br />ex/sting wetland area on the eastern portion of the site, density transition requirements are <br />satisfied R>r the site. <br /> <br />Wetlands: A substantial portion of the property is wetland. These wetland areas have been <br />delineated by Kjolhaug Environmental Services which has been verified by the LLRWMO. Sheet <br />I'A of thc submittals propose a 10-foot wetland buffer along all the wetlands in the plat. The plat <br />will fill 4,221 square feet of wetland (0.1 acres) to construct Iodine Street which has been <br />approved as a deminimus exemption under the LRRWMO permitting process <br /> <br />~l'he City is in the process of creating a wetland buffer ordinance that will require vegetative <br />buffer strips around all wetlands within a development. A ten (10) foot wide wetland buffer strip <br />has been voluntarily proposed around all wetlands within this site. It is unclear whether the <br />buffer strips will be planted or if there is existing vegetation that is sufficient. Either way, the <br />City is requesting that wetland buffer monumentation be installed along the edge of the buffer <br />strips at a spacing not to exceed 200 feet and that at least one such monument is installed per lot. <br />Location and specifications for the monuments should be reviewed with City Staff. Silt fencing <br />should be installed along the edge of the wetland buffer. <br /> <br />(;radi,g and Drainage Plans: A final grading and drainage plan dated 5/12/05, has been <br />prepared for this subdivision by Mark Kretctuner PE. Staff offers the following comments on this <br /> <br />I. <br /> <br />Elevations and cross sections need to be provided to insure that the trail can be <br />constructed as proposed on the grading plan. <br />~l'he maximum slope permitted is 4 feet horizontal to 1 foot vertical. Some of the steep <br />slopes, particularly the berms, exceed this standard. <br /> <br /> <br />
