The cross section submitted should be revised to show the curb and property line. A number of rear yard drainage swales cannot be accommodated within the drainage and <br /> utility easement provided. These lots include; Block 1, Lots 1 through 9; Block 2 Lots 2, <br /> 6, 7, and 8; Block 3 Lots 12 and 13. <br /> 6. Silt fence is missing from the plan. <br /> 7. l,ow floor elevation for Lots 28 and 29 of Block 1 need to be raised in accordance with <br /> the conditions of the LRRWMO permit. <br /> <br />A permit fi'om the Lower Rum River Water Management Organization has been approved. <br /> <br />Traffic Analysis Report: The City Charter requires a traffic analysis report for this <br />development. City Staff has utilized the services of Bolton and Menk Consulting Engineers to <br />prepare this report. Traffic generated from this development will primarily utilize the TH 47 <br />con'idor. Major intersections along this corridor were analyzed including 160th Lane, Alpine <br />Drive, Snnwood Drive, CSAH 5/Xkimo Street, and CR 116. With the exception 0fCR 116 these <br />intersections are currently operating at an acceptable level of service of D or better. In the <br />afternoon peak period the intersection of CR 116 is currently operating at an F level of service <br />and delay will increase as a result of this development. An upgrade to the level of service at this <br />intersection will require geometric improvement of these highways. Stop signs are to be placed <br />on the entrances onto TH 47, and it is recommended that left turn and right through lanes be <br />added to the TI:[ intersection of 160th Lane at TH 47. <br /> <br />Streets and Access: The sketch plan proposes one new access to Highway 47, at 160th Ln NW <br />and to co,meet to 162nd Ave NW. Lithium Street has been proposed as a stub street to the north; <br />The tern porary cul-de-sac proposed will need to accomadate snow storage within the public right <br />of way. ~l'he plans for this street need to be revised. MnDOT has indicated that the proposed <br />access onto TH 47 is Consistent'with 'their adc~s sp~cifi~ ~,fi[d~li-n~s.' 'The ~n-s~alI~/ff0h 6fleft-~ ~ " <br />lanes £or both northbound and southbound TH 47 has been incorporated into the construction <br />requirements as well the construction of a northbound right turn lane into the proposed <br />subdivision. <br /> <br />In. a June 15, 2005 plat review letter MnDOT has indicated that residential land use may not be <br />compatible with highway impacts, noting potential noise complaints. MnDOT policy prohibits <br />thc expenditure of highway funds for noise mitigation measures. A combination of berming and <br />landscaping has been provided as a buffer to the highway. <br /> <br />Sidewalks: City policy requires the installation of sidewalks along one side of all non cul-de-sac <br />public streets in single-family developments. The final plans submitted are consistent with this <br />policy. <br /> <br /> <br />
