The Homeowners <br /> Association will be responsible for the ongoing maintenance costs associated with the signs. <br /> <br />Willemite Way/148th Terrace ends at the east plat line of the project. The location of the <br />tcrn~ination should not limit development options on the adjacent parcel. The end of 148th <br />Terrace/Willemite Way is over 950 feet from the public street. A turn around is provided, <br />however the extension to the east property line of the private street could lead to questions on <br />maintenance responsibilities in future ifa public street is platted east of the property line. <br /> <br />Open Space: The Town Center Development Review Guidelines encourage the integration <br />of private courtyards and pocket parks within the TC-4 Neighborhood District. These small <br />green areas provide important breathing space, contribute to stormwater management, and <br />offer additional recreational amenities to serve the building tenants. The final site plan <br />complies with the development guidelines and provides green spaces for recreational and <br />stonnwater management purposes on each block. <br /> <br />Grading and Drainage: Staff has received a grading and drainage plan for the development <br />and has the following comments. Stormwater calculations must be submitted to the city and <br />Lower Rum River Water Management orghnization for verification of conformance with the <br />master drainage plan. The responsibility for the SWPPP on this site must be transferred to <br />the new owner and contractor prior to commencing construction. <br /> <br />A SWPPP is required for this project. It must reference the SWPPP prepared for the Ramsey <br />Tovm Center Project and provide for transfer of responsibility from RTC, LLC to this <br />developer and contractor. The master stormwater plan provides rate control for the entire <br />Ramsey Town Center Project. The plan requires application of Best Management Practices <br />(BMPs) on each site to enhance stormwater quality. Developments approved to date have <br />provided water quality treatment for 75%+ of the site. A portion of the site is directed to the <br />infiltration basins prior to discharge off the site through the storm sewer system. A water <br />quality treatment device must be installed at the point where the storm sewer system leaves <br />the site. The percentage of the site draining to a BMP must be increased by rerouting water <br />to the infiltration basins or by installing water quality treatment devices at the poir~ts where <br />stormwater leaves the site. Drainage from the back yards on the east and west sides of the <br />devclopment is directed onto adjacent private property or the proposed park with out <br />attenuation or treatment. This must be addressed in the revised plans. <br /> <br />Stormwater Analysis: The latest SWMM model shows an increase of 3.0 acre feet in the <br />West Park pond. The pipe from the 8th, 9th, and l0th Additions is upsized to pass the 100-year <br />event fi'om these projects to the West Park pond. The change in pond level is approximately <br />0.1 feet. The storm sewer system should be revised to direct discharge to the existing <br />wctlaud in North Park to provide recharge of the wetland. <br /> <br />10. Utilities: This subdivision will be served by sanitary sewer and city water services that will <br /> be extended into the development.
