Preliminary Plat and Site Plan Review: Sunflower Ridge Second Addition <br />August 1,2005 <br />Page 2 of 6 <br /> <br />Public and Private Streets: In accordance with the previously approved <br />preliminary plat arid final plat and .City Code, the second phase of Sunflower <br />Ridge will be served by at least one main public street. Iodine Street, the main <br />north/south public street currently exists. The development of Sunflower Ridge <br />2nd Addition will also include the easterly extension of 154th Avenue N.W. to <br />connect with 154th in Evergreen Point. to the east. All of the row houses will have <br />direct access to the public streets. The plat utilizes some common driveway <br />accesses to achieve the goal of minimizing the number of accesses onto the public <br />streets. <br /> <br />.The back-to-back un/ts will be serviced by private' streefs. All of the private <br />streets comply with City Code standards and shall be named in accordance with <br />the County street grid system. The main private street servicing the back-to-back <br />units will be 32 feet wide curb to curb and parking will be allowed on both sides <br />of that street. The remaining private streets are 24 feet wide and comply with <br />length restrictions. <br /> <br />The site angle from Private Drive #1 to I~dine Street does not meet City Code. <br />Possible solutions might be a cul-de-sac, or .be signed for one-way traffic off <br />Iodine Street. A valley gutter should be added at the intersection of Private Drive <br />#7 and Private Drive #4. When a new pavement meets existing pavement, a two <br />foot strip shall be milled a depth of two inches deep in the existing pavement to <br />create .a neat edge. <br /> <br />Grading and Drainage: Permits from the Lower Rum River Water Management <br />Organization and the MPCA were previously issued for this development. The <br />revisions to the second phase do not warrant application for revised permits. The <br />following corrections to the Grading 'and 'Drainage Plan are required: <br /> <br />All storm pipe shall be RCP. <br />Check street grades. <br />Add a storm structure at pt appro station 1+50 on Private Drive #3. <br />(SWPPP) needs to add street sweeping as required by City Engineer. <br /> <br />Drainage and UtiliW. Easements: There are wetlands within the boundaries of <br />the plat that have been appropriately delineated and encumbered with drainage <br />and utility easements in the first phase of Sunflower Ridge. The storm sewer, <br />sanitary .sewer and municipal water alignments were also encumbered with <br />easements as part of the final plat for the first phase, <br /> <br />t48 <br /> <br /> <br />
