We offer the following comments: <br /> <br />General: The submitted major subdivision proposes to plat approximately I56 acres (including <br />portions of' Westby 1st Addition and Now and Then Estates) to create a total of 235 urban single- <br />family lots. The subject property is generally located west of Nowthen Blvd and south of TrOtt <br />Brook. <br /> <br />Zoning: The property is zoned R-1 Residential. On March 22, 2005, the City Council approved <br />your request for Comprehensive Plan Amendment to change the property's land use designation <br />from Rural Developing to Low-Density Residential. The Metropolitan Council has also approved <br />the request. The portion of the property adjacent to Trott Brook is also subject to Scenic River <br />and Shoreland Management requirements. <br /> <br />Lot Sizes: The current minimum lot size in the R-1 MUSA is 10,800 square feet with a <br />minimum width of 80 feet (corner lots: 90 feet), as measured at the building setback line. The <br />preliminary plat complies with these requirements, with the possible exception of two lots. On <br />Lots 23 and 24, Block 10, it is unclear where the property boundary line is in relation to tl2is lot's <br />southern boundary. Lot 13, Block 3 is smaller than the 10,800-square-foot minimum lot size. The <br />plat must be revised to address these concerns.. <br /> <br />Lots 5 and 12, Block 3, Lot 3, Block 1, and Lot 3, Block 2 meet lot size and width standards, but <br />may have some difficulties accommodating homes with a large foundation size. The grading plan <br />indicates that a standard house pad will fit on these lots. Care should be taken to ensure that <br />access to these lots does not conflict with traffic entering and exiting the development at this <br />corner. <br /> <br />37 <br /> <br /> <br />
