COMMENTS & RESPONSES <br /> <br />ConuncIltor : <br /> <br />Lance Bernard, Transportation Planner <br />Anoka County Highway Department <br /> <br />Comment Date : July 19, 2005 <br /> <br />'lhank you ~br your response regarding the Sweetbay Ridge Development Environmental Assessment <br />Worksheet. <br /> <br />Study Methods <br />Tile Anoka County Highway Department Development Review Process Manual, dated December 2003, <br />was used tbr the traffic analysis included in the EAW and will be followed by the project developer and <br />the City itl the design of future improvements. <br /> <br />The Sweetbay Ridge traffic study determined the impact of this development on the roadway system. <br />The comprehensive plan for the City will determine the future regional impacts of developments that will <br />occur throughout the City. <br /> <br />The impacts of this development to the roadway system were evaluated with a standard traffic study. It is <br />estimated that the development will result in more local than regional impacts since the development will <br />not be a region-wide origin or destination on an average daily basis. <br /> <br />Incorporation of an average of 12.3 trips per single family household, as suggested in your letter, has only <br />a minor impact on the peak hour trips. An increase is estimated in off-peak trips. <br /> <br />Cumulative Impacts <br />Thc combination of this development and regional traffic growth will impact the county and state <br />highway systems. Concerns regarding the impact of this development are responded to in the EAW <br />traffic mitigation measures. The traffic mitigation measures include improvements included as part of the <br />current Town Center I development as well as additional improvement north of TH 10. <br /> <br />In additim~ to cumulative impacts associated with Town Center 1, the traffic increase due to Sommerset <br />Station and Brookfield Addition were also evaluated. Traffic from these developments that reaches the <br />study area does not amount to sufficient additional traffic to warrant further analysis. The majority of the <br />traffic fi'om the Brookfield Addition is projected to head east along Nowthen Boulevard and TH 47, while <br />the majority of traffic from the Sweetbay Ridge Addition heads south on Ramsey Boulevard. The total <br />peak traffic estimated for Sweetbay Ridge and Brookfield Addition at the intersection of Alpine and <br />Armstrong is shown below: ' <br /> <br />/ <br />20 (15) ] / 10 (25) <br /> <br /> ! <br /> = ~ 40 (20) AM (PM) <br /> ,o Alpine <br /> ~ ~ 15 (55) <br /> <br /> < <br /> <br />These t"cw trips do not affect the intersection mitigation measures proposed in the Pulte Homes <br />Sommerset Station Subdivision EAW. The mitigation measures proposed will handle the additional <br />traffic fi'om the Brooktield and Sweetbay Ridge Developments. <br /> <br /> <br />
