plan. These deviations are permitted with the PUD zoning in this comer of the plat. The <br />townhouse units in the TC-4a portion of the plat meet the requirements of that zoning district. <br /> <br />Open Space. For PUDs, City Code requires a minimum of 20% public open space and/or 50% <br />private open space. Private open space may include yard space, street boulevards, and other <br />private common areas. As Council will recall, open space calculations could not be verified at <br />the time ot' preliminary plat approval. Since that time, the 'developer has submitted revised <br />calculations that demonstrate the PUD port{on of the plat consists of 65% private open space. It <br />should be noted that there are no specific open space requirements for the TC-4a portion of the <br />plat. <br /> <br />Slreets. The preliminary plat proposes a combination of public and private streets. A temporary cul- <br />de-sac will need to be provided on 148th Avenue. The approved Master Plan for the Town Center <br />shows Town Center Drive being extended between the Subject Property and the Town Center <br />property to the west. City plans show Town Center Drive to connect to Variolite Street at Alpine <br />Drive, generally through the Subject Property, south of Alpine Drive. This street alignment will need <br />to be coordinated between this development and Ramsey Town Center .8th Addition to the west. <br />Becausc this issue has not yet been resolved, the applicant is showing an outlot in the western <br />portion of the plat. <br /> <br />The proposed developed is meeting the remainder of the public and private street standards, off- <br />street parking, and townhouse size standards established in City Code. <br /> <br />A traffic generation analysi~ was conducted for the entire site when the 1st Addition of Town <br />Center Gardens was platted. Staff has reviewed this analysis and has determined that no changes <br />are required as a result of this phase. <br /> <br />Landscaping/Tree Preservation. A landscaping plan was submitted and approved with the <br />preliminary plat submittal. No additional trees will be removed for the 3~d Addition of Town <br />Center Gardens. <br /> <br />Elevations. The site plan is proposing 6 different unit types: craftsman-style 8-plex <br />condominiums, two-story 8-plex townhomes, three-story 8-plex townhomes, two styles of two- <br />story 6-plex rowhouse townhomes, and single-family, AllOwable exterior treatments include <br />brick, wood, and vinyl siding. <br /> <br />None ol' the proposed townhouse units meet the brick requirements in the R-2 District and Town <br />Center Development Guidelines. The R-2 District, however, does allow this requirement to be <br />waived it~ certain color and/or architectural elements are added. The proposed units do show <br />ad. ditional color and architectural elements, meeting the R-2 requirements. Approval of the <br />preliminary plat and site plan was made contingent on receipt of revised building elevations for <br />the units facing Bunker Lake Blvd, to include more brick; these elevations have yet to be <br />submitted. Staff will review the revised elevations prior to the release of any building permits for <br />these units. <br /> <br />Park Dedication/Trails. At their March 10, 2005 meeting, the P'ark Commission recommended <br />that park dedication requirements for the plat be fulfilled with a cash payment. <br /> <br /> <br />
