P'inal Plat and Final Site Plan Review: Town Center Gardens 3,a Addition <br />/tugust 5, 2005 <br />Page 2 of 7 <br />Streets: The final plat shows a combination of public and private streets. The plat proposes to <br />extend 147th Lane west at Rhinestone St NW from the remainder of the Town Center Gardens <br />plat. Olivine and Peridot Streets are proposed to be extended north to serve the northeast comer <br />of the plat; both are proposed to connect to 149th Avenue NW. 148th Avenue is being constructed <br />to the western property line in the northern part of the plat; this complies with City Code <br />requirements. A temporary cul-de-sac is shown at the end of 148th Avenue. Building on Lot 10, <br />Block 3 and Lot 26, Block 4 will not be permitted until the street is extended to make room for <br />the temporary cul-de-sac. Type III barricades must be installed along with the temporary cul-de- <br /> <br />sacs. <br /> <br />The approved Master Plan for the Town Center shows Town Center Drive being extended <br />between the Subject Property and the Town Center property to the west. City plans show Town <br />Center Drive to connect to Variolite Street at Alpine Drive, generally through the Subject <br />Property, south Of Alpine Drive. This street alignment will need to be coordinated between this <br />development and Ramsey Town Center 8th Addition to the west. You are showing an outlot in <br />the portion of the plat that is north and west of 147t~ Lane NW. <br /> <br />Private Streets: Private streets are proposed to serve townhomes in the northwestern and eastern <br />portion of the plat, though most of the streets proposed for the 3rd Addition are public streets. <br /> <br />Thc table below indicates City Code requirements for private street lengths: <br /> <br />Maximum private street length without a 200feet <br />turnaround provided <br />Maximum private street length with a turning 300 feet <br />)rovision provided <br />Maximum private street length with a cul-de- 600 feet, when exceeding the 300 foot <br />sac provided length requirement, the private street <br /> width must be 32 feet. <br /> <br />The private streets as shown on the site plan comply with City Code. <br /> <br />Grading and Drainage: The grading plan has been approved and grading is in progress. <br /> <br />Traffic Generation Analysis: A traffic analysis was completed for the entire site for the first <br />phase of Town Center Gardens, which accommodates the development associated with the 3ra <br />Addition. The analysis did not indicate the need for revisions in traffic signage. The Town <br />Center Project to the south will create traffic impacts and' projects are proposed for improving <br />Ramsey Boulevard and Bunker Lake Boulevard adjacent to the site. <br /> <br />Utilities and Water Usage: The development will be served by municipal water and sanitary <br />sewer. Previous comments have been addressed. Staff has the following comments on the <br />revised plans: <br /> <br />6" Watermain must be Class 53. Watermain 8" and larger can be'Class 52. <br /> <br /> <br />
