Final Plat and Final Site Plan Review: Town Center Gardens 3rd Addition <br />August 5, 2005 <br />Page 6 of 7 <br /> <br />Park Dedication: The Park Commission reviewed the plat at their March 10, 2005 meeting and <br />recommended that a cash payment satisfy park dedication requirements for the plat. The 2005 <br />Park Dedication fee is $2,200.00 per unit. <br /> <br />'Frail Development and Trail Fees: The revised site plan shows a trail along 149th Avenue and <br />along Ramsey Blvd. During sketch plan review, the City Council asked that a trail be installed <br />along the southern edge of the wetland, connecting up to Street B. This trail should be shown on <br />the revised site plan and preliminary plat. This portion of the plat (north of 147th Lane and west <br />of the wetland) is not being final platted at this time; this connection will need to be provided <br />when that portion of the plat is finalized. The 2005 Trail Fee is $550.00 per unit. <br /> <br />Open Space: For PUDs, City Code requires a minimum of 20% public open space and/or 50% <br />private open space. Private open space may include yard space, street boulevards, and other <br />private common areas. The approved preliminary plat shows 15.15 acres (65%) of private open <br />space in the PUD portion of the plat. The plat also includes several small-scale gathering spaces: <br />on the southern edge of the wetland along 147th Lane and at the comer of 149th Ave and Ramsey <br />Blvd. The submitted final plat conforms to the approved preliminary plat. It should be noted that <br />there are no specific open space requirements for the TC-4a portion of the plat. <br /> <br />On April 12, 2005 the City Council granted preliminary site plan approval to Town Center <br />Gardens 3rd Addition contingent on submittal of corrected open space calculations for the plat. <br />These have been submitted and have been verified by Staff. <br /> <br />Stormwater Management Fee: The City has enacted a stormwater management fee; the <br />payment of this fee will be required prior to recording the plat. The 2005 .stormwater <br />management tee is $384.00 per unit. <br /> <br />Sewer and Water Trunk Pees: Sewer and water trunk fees will need to be paid prior to the <br />release of the final plat for recording. The 2005 sewer and water trunk charge is $2,962.00 per <br />unit. <br /> <br />Landscaping Plan/Tree Preservation: Using the canopy Cover formula, the minimum required <br />canopy cover for the site is 242,648 square feet. A combination of deciduous and coniferous <br />overstory trees, ornamental trees, and shrubs are included in this plan totaling 260,909 square <br />I'eet. The plantings along the streets consist of species that are considered to be moderately <br />tolerant or tolerant of salt spray, All species are considered to be acceptable or preferred as <br />outlined in the Ramsey Tree Book and the sizes all meet or exceed the minimum requirements. <br /> <br />The Landscaping Plan approved with the preliminary site plan does not require any revision. A <br />tree preservation plan was submitted for the overall site as part of the first phase of Town Center <br />Gardens. The trees that were slated for preservation remain intact and should not be affected by <br />this phase of the development. <br /> <br /> <br />
