September 11, 2021 <br />Page 47 <br />Concept 3: Four -lane Arterial River Crossing <br />Concept 3 is the first of two concepts involving a new Mississippi River crossing on the Zanzibar/ <br />Armstrong alignment. Concept 3 consists of a four -lane urban divided arterial with a 120-foot right- <br />of-way and a minimum one -quarter mile spacing between at -grade intersections.
