Absent: Commissioner Watson. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Levine to recommend that City <br />Council approve Eric Thomsen's request for a conditional use permit to grade and export soils, <br />conditioned on resolving the concerns raised by the City Engineer. <br /> <br />Commissioner Van Scoy noted this is a 90 day permit, and given how long this has been going <br />on, questioned if that is long enough. <br /> <br />Assistant Community Development Director Frolik stated the applicant says they can complete <br />thc work in 90 days. <br /> <br />Motion carried. Absent: Commissioner Watson. <br /> <br />Case #4 <br /> <br />Request for Site Plan Review for an Expansion at Sunfish Express; Case of <br />Vanak, LLC, Frank Yamoutpour <br /> <br />Assistant Community Development Director Frolik advised Frank Yamoutpour is requesting site <br />plan review for an expansion at Sunfish Express at the corner of Sunfish Lake Boulevard and <br />U.S. l Iighway 10. She indicated the current facility consists of gasoline sales, convenience store, <br />cai' wash, and Taco Johns. <br /> <br />Assistant Community Development Director Frolik stated Mr. Yamoutpour is proposing to <br />relocate the car wash vacuum island to the north side of the property and expand the principal <br />building by 1,742 square feet to facilitate the addition of a 2-bay oil change service. She <br />indicated the proposed use is permitted in this zoning district. <br /> <br />Assistant Coinrnunity Development Director Frolik stated City Code restricts building coverage <br />to 35% of the lot area; the current 8,583 square foot building equates to a lot coverage of 11.9%. <br />She stated the addition meets the 10 foot side yard setback on the west side of the building. She <br />indicated City Code requires a total of 48 parking spaces with the additional use, and the site plan <br />identifies 50 parking spaces for services. She stated the 50 space calculation includes the 2-bay <br />oil change area and the stacking space for 3 vehicles outside the oil change section of the <br />building. <br /> <br />Assistant Community Development Director Frolik stated although there are no performance <br />standards in City Code that address internal traffic patterns and flow, City Staff is very concerned <br />that the proposed modifications and additions to the Sunfish Express will intensify the traffic <br />conflicts. She provided a graphic of traffic patterns and congestion areas. She noted the City <br />f'~nginccr also said it would no longer be possible to put the vacuum islands on the north side of <br />thc site adjacent to the railroad tracks, as the City will need this easement to extend sanitary <br />sewer and municipal water services to Oak Terrace Mobile Home Park to the west. <br /> <br />Planning Commission/July 7, 2005 <br /> Page 8 of 16 <br /> <br /> <br />
